The development work included in the procurement can only be delivered by DIPS. Handing over the development of this functionality to others would mean that another supplier had to be given access to perform development work in DIPS ́ source code. DIPS has sole rights to the existing system and it will infringe the tenderer's intellectual property rights if others have access.
