Description : OPW can confirm its intention to re-tender the Multi-Party Framework Agreement for Building Maintenance and Services and general building works in the Dublin Region, in the coming weeks. The current Multi-Party Framework Agreement for Building Maintenance Services and General Building Works in Dublin Region was placed in May 2022. The Framework was initially placed for 24 months, and has been extended in accordance with the terms of the Framework. The Framework is designed for planned and reactive maintenance of buildings, together with small capital infrastructure and facilities within the Dublin area and environs. The Framework Agreement utilises a schedule of rates – a list of pre-agreed unit prices for different types of work typically executed as part of the routine maintenance of the building stock and properties. The Framework is intended to run for 24 months, with the contracting authority reserving the right to extend the framework for two additional 12-month periods, up to a maximum of 48 months in total for the Framework on the same terms and conditions, subject to the Contracting Authority’s obligations at law. The maximum threshold for expenditure will be set at €35 million inc VAT per annum, resulting in a maximum potential value of €140m over a potential 48 month maximum period. Under the Framework agreement, one participant/contractor shall be appointed to Dublin North Region and one participant/contractor shall be appointed to the Dublin South Region. Work orders below a certain value (€5,000) shall be managed through the OPW Helpdesk who will issue them to the Contractor(s), and only escalated to the Contract Administrator where they are non-routine tasks. There is no commitment or contractual obligation to the Framework participants in terms of the quantity or type of work to be ordered through the Framework and associated works contracts. The Contracting Authority estimates that the expenditure on the works to be covered by this framework agreement may amount to some €35 million inclusive of VAT, per annum over the period of the term and any possible extensions.
