Main features of the procedure : FKB has been a part of the Norwegian Coastal Administration ́s stand-by at sea since 2012 and currently consists of 36 vessels with contracts along the entire coast. The vessels are mostly tug boats, fishing vessels and farmed vessels, approx. 15 metres long. The vessel and crew will practice with specially designated equipment three days a year, giving a good and reasonable contribution to the government oil spill preparedness. The vessels are connected to 13 of the Norwegian Coastal Administration ́s depots along the coast, most of which are set up with three vessels. Some stretches of coastlines include an exchange of vessels for exercises and actions, whilst other stretches are too long in between for this to be practical. There is a minimum requirement in the agreements with the owners of the vessels that the vessel is available for the Norwegian Coastal Administration within 24 hours, 10 months a year. However, the owners state a response time and an accessibility degree and this is to be felled into the agreement. In the event of an exchange, a longer response time will be tolerated than the depot on which they belong. As a kind of average, the vessels are available at least 90% of the year and rarely with a response time over 12 hours.
