II.2.4) Description of the procurement:

The Buksefjord hydropower plant was commissioned in 1993 with two 15 MW units in Power Station 1. In 2008, a third 15 MW unit was added. The hydropower plant uses the water from Kangerluassunnguup Tasersua and supplies Nuuk with energy for light/power and heating. Inatsisartut (the Parliament of Greenland) has instructed Naalakkersuisut (the Government of Greenland) to work on expanding the power supply from the Buksefjord hydropower plant (EM 2019/153). This expansion with the new Power Station 2 (Expansion 2) will increase the current peak output of 3 x 15 = 45 MW by 2 x 27.5 MW = 55 MW to achieve a total maximum power of 100 MW, which is the maximum amount of power that can be handled by the existing transmission lines. As a result, the plant’s net energy where it connects to the city’s grid will increase from 255 GWh/year to an expected maximum capacity of 660 GWh/year of delivered energy. Power Station 2 will be located adjacent to the current power plant and will be connected to the existing tunnel system. A new access tunnel to Power Station 2 will be built parallel to the existing access tunnel. This new tunnel will be used during the construction of Power Station 2 to limit disruption to the operation of Power Station 1 during this phase of the project. Afterwards, the new access tunnel can be used as an additional emergency escape route. With the current hydropower plant (Expansion 1), more water is used than is added by precipitation to the catchment areas. It will therefore be necessary to supply more water by constructing a new 16-km-long transfer tunnel between the lakes Isortuarsuup Tasia (ISTA) and Kangerluarssunnguup Tasersua (KANG). Construction of the transfer tunnel will increase the average available volume of water from 352 million m³ to 1,248 million m³. The transfer tunnel will be blasted from two excavation faces; from the outlet side at KANG and from the inlet side at ISTA. An access tunnel approximately 300 m long will be built parallel to the transfer tunnel and leading to the tunnel shut-off valve chamber. Before work on the tunnel can commence, a construction road must be built from the existing road at KANG to the construction site at the outlet to KANG, and from KANG a connecting road must be made to the construction area at the inlet at ISTA. During Expansion 2, the transfer tunnel will be engineered and sized to allow for the subsequent future construction of a power station between ISTA and KANG (Expansion 3).

Schedule:

Negotiated procedure with prior notice: Period from July 2023 to February 2024.

Contract signing with the winning general contractor: March 2024.

Delivery and commissioning of the expanded power station: 2028.

The market dialogue will be initiated with a virtual information meeting on May 2nd, at 3PM-4PM (GMT+2). We encourage everyone, who might be interested in this tender, to attend the meeting. The purpose of this meeting is to introduce the project and the upcoming tender.

Afterwards, it will be possible to express interest in another meeting regarding a focused dialogue with potential tenderers regarding the project. This dialogue will both involve topics the contracting authority has identified a need to gain input to and topics the potential tenderer has a need to address. The participants will consist of representatives of the contracting authority and the potential tenderer. The purpose for the contracting authority is to gain insight into what the market can deliver and make the most of the expert knowledge that the market possesses. The purpose of the potential tenderer is to gain further insight into the project and have possible questions answered. These meetings will be held during the period of May 8th to May 12th.
