Title : DestinE Platform – Data Management Services
Description : Destination Earth (DestinE) is a flagship initiative of the European Commission to develop a highly accurate digital model of the Earth on a global scale, jointly implemented by three entrusted entities: ESA, ECMWF, and EUMETSAT. ESA is responsible for the operations of the DestinE Platform, providing unique access to DestinE evidence-based policy and decision-making tools, applications and services. On behalf of ESA, Serco will manage this tender to allow an Open Competition (OC) for Data Management Services (DMS) to be selected to operate as part of the DestinE Platform framework. The aim is to select multiple operational services (Technology Readiness Level of 9) to integrate in the DestinE Platform and provide services (such as Data Access, Data Processing or Data Visualization services). Funding is planned to cover service integration, long-term operations, and user support on the DestinE Platform. It will be the object of a contract between Serco and the service provider. The Invitation to Tender (ITT) package (Cover Letter, Special Conditions of Tender, Draft Contract, Letter of Invitation, and requirements documentation including the Statement of Work) will be published on ESA-Star and will provide in detail the participation conditions. In order to access the ITT Package, Tenderers must be registered in esa-star as potential ESA suppliers. Any Tenderer, which is not yet registered with ESA as a potential supplier, must complete the online questionnaire in esa-star, https://esastaremr.sso.esa.int/. This allows new users wishing to do business with ESA to carry out their registration in two steps. While “Light” registration will grant access to all esa-star services up to and including proposal submission, the award of ESA contracts requires “Full” registration. The issue of the Invitation to Tender is foreseen in Q1 2025. This activity is funded under the DestinE initiative (EU-funded programme) and will be open exclusively to economic operators and organisations (including subcontractors) which have their registered office in an EU Member State or a State associated to the Digital Europe Programme in accordance with Articles 10 and 12 of the Digital Regulation. This initiative will support the European Commission to achieve the sustainable development objectives and will contribute to the European Green Deal and Digital Strategy.
