Description : The Cooperation Facility for the Philippines is a country-based Technical Assistance facility, providing the EU with the possibility to finance a broad range of activities that are needed for the achievement of the objectives of the Neighborhood, Development and International Cooperation Instrument (NDICI-Global Europe), as articulated in the priority areas of the multi-annual indicative programme for the Philippines (MIP, 2021-2027), notably 1) Green, Resilient Economy and Green Jobs, and 2) Peaceful and Just Society, Good Governance. Through the Cooperation Facility, the EU Delegation will enhance the efficiency, performance, and impact of EU policy dialogues and operations related to MIP priorities, as well as the implementation of the Global Gateway strategy and the adoption of the Global Gateway 360-degree approach. The Cooperation Facility will also support the EU in the preparation of new programmes to be adopted in 2026-2027. It will promote the Team Europe approach, including in the engagement with private sector, government, civil society, youth, and academia. Overall, the Cooperation Facility will provide the EU with the flexibility to mobilise expertise and resources to rapidly address policy reform needs emerging from the policy dialogue with strategic partners and stakeholders. Under the country-based Cooperation Facility, support is also foreseen for Strategic Communication activities with the aim to raise public awareness, understanding and engagement with the EU in the Philippines, on MIP priorities, the Global Gateway strategy and the Team Europe approach. This procedure aims to procure Technical Assistance services for the implementation of the Facility. The contractor will provide the EU with on demand high quality consulting services in a broad range of areas.
