Contracting authority: Brønnøy municipality, in cooperation with Sømna, Bindal, Vega and Vevelstad. Objective: Procurement of a cloud based system for budgeting, financial planning and reporting, with support for uniform performance management. Planned supplier: Framsikt AS Legal basis: The Public Procurement Regulations § 13-4 letter b no. 2 the service can only be provided by one tenderer as competition is impossible for technical reasons. The five collaborating municipalities have carried out surveys to identify possible alternative suppliers, including by examining published competitions and intention notices in Doffin. The surveys show that it is only Framsikt AS who offers an integrated system that covers the municipalities ́ need for financial management, planning, document production and publication in one combined platform. In addition it is decisive that the new system is technically compatible with the municipalities ́ other system portfolio, which further limits the possibilities for competition. The municipalities have not identified other products that fulfil the functionality requirements. This is also supported by previous practices from KOFA, cf. case 2021/1908.Based on this, the municipalities plead the exception in the regulations § 13-4 letter b no. 2, as the procurement concerns performance that only Framsikt AS can deliver.The contract shall cover modules that are seen to cover the current and future needs. Brønnøy, Bindal, Sømna, Vega and Vevelstad municipalities intend to enter into a SSA-L contract with Framsikt AS for the analyses, municipal plan, annual budget, reporting with integrations. Estimated annual value: NOK 460,000 Any objections to signing this contract must be received by the contracting authority by 02.06.25 until 12:00.
