Title : Services for monitoring projects local impact
Description : The contractor will carry out a set of activities designed to provide EUCAP Somalia with robust, credible, and actionable evidence on the local impact of its interventions across Somalia. The scope of work will include, but is not limited to, the following tasks: - Design a monitoring methodology: develop a comprehensive monitoring methodology, in close consultation with EUCAP Somalia, that aligns with the mission’s strategic objectives and existing monitoring frameworks. - Develop monitoring tools: design and adapt appropriate data collection tools that reflect EUCAP Somalia’s monitoring objectives and are suitable for the Somali context, including, but not limited to, structured and semi-structured interviews, focus group discussion guides, beneficiary perception surveys, observation checklists, and other mixed-method tools. All tools should be gender-sensitive, culturally appropriate, and designed to allow for disaggregated data collection (e.g. by location, gender, beneficiary type, intervention type). - Conduct field data collection: implement systematic data collection missions in selected locations across Somalia where EUCAP Somalia’s project results are being implemented or have tangible effects. This includes areas where training has been delivered, donated equipment is used, trained staff is deployed, and materials have been distributed. Data collection should engage a diverse range of stakeholders (e.g. trained staff, local authorities, communities) and apply triangulation to ensure data reliability and validity. Local enumerators or field researchers may be mobilized to support this work, ensuring adherence to security protocols and ethical standards. - Analyze and interpret data: clean, process, and analyze the collected primary data using appropriate qualitative and quantitative methods. Interpret findings against EUCAP Somalia’s monitoring objectives and expected results, identifying patterns, outcomes, challenges, good practices, and unintended effects. - Produce monitoring reports: prepare clear, evidence-based monitoring reports that present key findings, conclusions, and, where applicable, practical recommendations for EUCAP Somalia. N.B.: the above-outlined scope of work is neither exhaustive nor definitive; it may change in time due to Mission security/operational requirements and/or security situation in the country of operation. In case of the launch of the tender, the outlined scope of work will be further detailed and specified as deemed appropriate by the Contracting Authority.
