Title : Provision of Leap Card Services - Supply, Distribution, Configuration and Sales
Description : The NTA aims to secure a supplier who shall supply, configure, print and issue initially four different types of personalised Leap Cards for the purposes of offering discounted or free travel fares to verified eligible cardholders. Note that each of these Cards shall require different customisations including separate branding and personalisation requirements: 1. Student Leap Card; 2. Child 16-18 Leap Card; 3. Young Adult Leap Card; and 4. Child 5-8 Leap Card. The Services include the following major elements: i. the Successful Tenderer will be responsible for the sourcing, maintenance and management of the smart card stock (MIFARE DESFire). The NTA reserves the right to independently source cards for production; ii. the Successful Tenderer will be responsible for the establishment and operation of a centralised online verification system for all applicants; iii. the Successful Tenderer will be responsible for the sale, printing, personalisation (where applicable) configuration and distribution of Leap Cards in the format prescribed by the NTA to verified eligible individuals; iv. the Successful Tenderer shall be responsible for all other activities associated with the sale and distribution of the Cards, including financial reconciliations and reporting, day-to-day operations and support, as well as ongoing maintenance and updating/upgrading of the solution; v. Replacement of lost and stolen Cards including integration to Leap Back Office to update hotlists; • Provide the requisite services including but not limited to order management, card personalisation, fulfilment and distribution, card replacement, financial management, system hosting, maintenance and support; • Services to include the establishment of an online sales platform with central issuance including personalising and issuing cards following receipt of a file of requests; • Remittance of sales and replacement receipts to NTA including associated electronic transaction data reporting and back-office arrangements; • The development, hosting and provision of a website to support the services. In the course of delivering the Services, the Successful Tenderer will be expected to: • ensure a considerable degree of automation and self-service, minimising the number of customer contacts initiated to the Successful Tenderer; • ensure seamless integration with the Leap system, and the ecommerce payment gateways; • comply with all legal requirements including EU General Data Protection Regulations; • integrate online services with the NTA provided identity management platform; • provide reporting on all card metrics and financial metrics associated with card issuance
