Charter flight services shall fulfill the regulations of the European Union’s mandatory legislation and of mandatory Finnish laws and decrees as well as regulations issued by the Finnish authorities. The framework agreement is divided into three (3) lots: - LOT 1 Small Business Aircraft - LOT 2 Large Passenger Aircraft - LOT 3 Cargo Charter. Tenderer may submit a tender for one, two or all three lots. Other kind of partial tenders are not accepted. The subject of the framework agreement is described in more detail in the Call for Tenders and its annexes. A tenderer may submit tender for one, two or three lots. THE SCOPE OF THE CALL FOR TENDERS Appendix A "Customers and destinations" of the Call for Tenders indicates the customers who are entitled to use the framework agreement, the possible destinations during the agreement term and the estimated number of flights per year. The lots 1 and 2 of the framework agreement are covered by the Government Decree on Joint Procurement in Central Government (765/2006) and the Ministry of Finance Decision on Joint Procurement by the Central Government (766/2006). According to these regulations, government agencies and institutions of the state budget economy shall, in principle, use centrally procured contracts.

Main features of the procedure : LOT 1 Small Business Aircraft One (1) supplier is selected for LOT 1 Small Business Aircraft. The customer may order services or enter into a service contract with the supplier which covers the services to be provided. Title : LOT 1 Small Business Aircraft
Description : Lot 1 covers provision of charter flights for passengers with small business aircraft. Requirements for the lot 1 are outlined in the Call for Tenders and its appendices, in particular in Annex 1a "Subject-matter LOT 1". The usage of the lot 1 services in the previous framework agreement of Hansel was the following: - 103 charter flights with small business aircraft - one (1) ambulance and medical evacuation flight for one (1) patient - 80 % of the departures were from Helsinki-Vantaa Airport, 10 % of the departures were from other airports in Finland and 10 % of the departures were from abroad - destinations were mainly to Europe and Middle East - about 90 % of the flights were round-trip flights and about 10 % of the flights were one way flights. According to the customers, departures are going to be mainly from Helsinki-Vantaa Airport (EFHK) and Tampere-Pirkkala Airport (EFTP). Possible destinations for the forthcoming contract term are listed in the Annex A "Customers and Destinations". The estimated amount of flights per year for the forthcoming contract term is stated in the Annex A "Customers and Destinations". When taking into account the nature of the service, international circumstances are affecting for the need of the charter flight service. Therefore the actual usage of the framework agreement may differ from the previous framework agreement and the estimations of the customers. The estimated value of lot 1 during the contract term is 5 000 000 - 9 000 000 euros (VAT 0 %), including option period. The maximum value of lot 1 is 9 000 000 euros (VAT 0 %). These figures are based on information provided by customers entitled to use the framework agreement and estimates made by Hansel. CONTRACT TERM The term of the Agreement is three (3) years. Hansel has the right to extend the contract term by a maximum of one option period of one (1) year. Hansel will notify of the possible exercise or non-exercise of the option period no later than six (6) months before the end of the Agreement. The charter flights based on the Agreement shall not be flown before October 2025. Services based on the framework agreement can be provided during the term of the Agreement and service contracts. After the expiry, termination, or cancellation of the Agreement, new orders can no longer be made. Title : LOT 3 Cargo Charter
Description : Lot 3 covers provision of charter flights for cargo. Requirements for the lot 3 are outlined in the Call for Tenders and its appendices, in particular in Annex 1c "Subject-matter LOT 3".
