Main features of the procedure : The contracting authority shall enter into a framework agreement for the hire of vessels for stock-estimation of stone cob and ocean along the Norwegian coast, from the Oslo Fjord to East Finnmark. The vessel is used to transport 2-3 researchers and technical personnel from the Norwegian Institute of Marine Research (hereafter called 'expedition participants') between the seal locations and as a residential unit for them. All practical work is carried out by using a drone and/or rubber boat by the expedition participants. When using a rubber boat for vessel counts, there are 1 boat operator and 1 or 2 people who land on islets to count sea tunnels. Under good weather conditions, i.e. without precipitation and little wind, a drone operated from the vessel is used for the counts. Steinkobbetellinger are mainly carried out by using drone photography, but in some cases also with normal camera (zoom) from the hire vessel. If there is a need for biological sample taking of seals, it is necessary to use a rubber boat. The rubber boat can also be used for drone use (e.g. collecting the drone, if it has to be landed on islets/reefs).. The vessel must have room for a 15 ft rubber boat with 20 hh h hinge motor. It must be easy to take on board/put out the rubber boat. The placement and removal of a rubber boat must be carried out in a safe and safe manner in good weather and moderate sea. From experience, the preferred is to manually pull the rubber boat onto decks/swimming platforms, to avoid using cranes or similar. The rubber boat is not built to be hoisted in a crane. Horizontal storage of a rubber boat is necessary as it is not appropriate to take the engine off the boat. The captain/crew shall be able to help with setting out/shooting a rubber boat. There will be counts of stone cobby within approx. 3 weeks within the period approx. 8 August – 3 September. This is to be counted by feathered sea +/- 2 hours, as the most stone cobber are on land. It is common with two sessions per day when the feather sea falls early morning and early evening on the same day. It is a prerequisite that the lighting conditions are satisfactory. Each area is counted 3 times. The counting of garden tunnels will be carried out within approx. 4 weeks in the period, approx. 1 October - 30 November and it takes approx. 5-7 hours per day. Each colony is counted 2-3 times within four weeks. In addition, test taking will be carried out at the landing on islets and reefs. While the rubber boat is out, the vessel is standby or moved in accordance with instructions from the expedition leader. The transit time before, during and/or after the work session can estimated be 6-7 hours per day. The average transit per day is 120 nm. Parts of the coast have a long way between options for fuel thought. Therefore it is necessary to have sufficient buffer capacity in the vessel (4 days), in order to make monitoring in these areas more efficient.
