Description : The Contracting Authority hereby invites you to submit a Request for Participation in tendering procedure no. T109611 for the delivery of thermal imaging monocular goggles including the helmet mounting system, carrying bag and accessories. The tendering procedure will be conducted as a Restricted Procedure pursuant to the Dutch Defence and Security Procurement Act (ADV). All qualifying Candidates will proceed to the second stage − the award stage (submission of the actual tender proposals). 1.1.1 The Contract The Delivery Agreement involves the delivery of 61 thermal imaging monocular goggles including accessories, spare parts, tooling, user and maintenance documentation, user training and SAP data. The Contract contains an option clause to call for an additional 61 thermal imaging monocular goggles including accessories. This Tender includes a Maintenance Agreement with a term of 8 years for the thermal imaging monocular goggles. 1.1.2 Contracting Authority The contracting authority is the Materiel and IT Command of the Ministry of Defence, the Netherlands. The Materiel and IT Command ensures that military personnel have modern, robust and safe materiel and IT to work with. For this purpose the Material and IT Command is involved in the procurement, maintenance and sale of materiel and IT. Further information about the Ministry of Defence and the Materiel and IT Command may be found on the website https://english.defensie.nl/. 1.1.3 Scope of the Contract The thermal imaging monocular goggles (TIG) will be mounted on the helmet of the Netherlands Armed Forces. The TIG will be used as one of the sensors to execute military search operations. Furthermore the TIG shall be used for obtaining situational awareness during day and night and during conditions with reduced visibility like precipitation and smoke. The TIG will be used indoor and outdoor. The TIG will be used in combination with other equipment like helmet, weapon optics etc. and should be therefore plug and play to attach and detach from the military kit. The following deliverables are within the scope of this project: - The delivery of 61 TIG’s and an additional option of 61 TIG’s, including the next accessories: o Mounting system; o Accessory bag; - The delivery of an initial spare parts package; - The delivery of tooling; - The delivery of user and maintenance documentation; - Conducting an user training; - The delivery of SAP article data; The maximum quantity may turn out higher than the estimated quantity, which may be because the Contracting Authority needs more TIG’s for the performance of its task. For operational reasons this estimate may increase to an extra 61 TIG’s. The delivery and provision of the deliverables are carried out by a Delivery Agreement.
