5.1.10 Award criteria

Description : Weighting: The award criteria is weighted 70%.  Orientation: Tenderers shall fill in the attached price form in their cost calculations and submit it as an annex to the tender in Excel format. All fields in the attached price form marked with yellow shall be completed. Missing the price fields can cause difficulties in assessing the tender and the tender can then be rejected. All prices are in NOK, excluding VAT, including all direct or indirect expenses and duties that could be incurred in connection with the delivery. Order fees and invoice fees are to be seen as expenses. The prices shall include all costs for the customer who is included in this competition, including the procurement commission. Costs that the tenderer knows will be incurred, but that are not specifically stated in the tender, will be seen as included in the stated costs. Main assortment: The price form shall be filled in with cost price* excluding VAT per price unit and the offered mark-up as a percentage on cost price, and one net price is automatically calculated per price unit.  The tenderer ́s tender shall use cost prices per 01.09.2025. NOTE! Negative mark-ups are not allowed. The prices in the main assortment shall be fixed during the entire contract period, but with an option for price adjustment in accordance with the contract.  * Definition of cost price: If the supplier even produces the item, the cost price is what it costs to produce the item. Then costs such as the purchase of raw materials and costs that apply to the production itself, such as electricity, labour and so on, will be included in the cost price. If the item is purchased externally, then it is the tenderer's purchase price plus freight etc. (in to the supplier), minus any discounts/bonuses, which make up the item's cost price. Can also be referred to as intake food. Other assortment: Otherwise assortment (all but the main assortment) will be used "average weighted mark-up in %". This mark-up percentage (per product group) is automatically calculated on the price form based on the offered mark-up percentages on the main assortment and estimated turnover volumes in, see the price form for the sheet "oversikt og påslagsprosenter".  The mark-up percentages shall be fixed throughout the entire contract period, otherwise assortment. Random samples: Random sample inspections of cost prices of individual products can be carried out during the evaluation and during the agreement follow-up period. Tactical pricing: Tactical pricing is not allowed. Tactically priced tenders which mean that the tenders are not comparable can be rejected. Tactical pricing means deliberate errors, for example by setting a zero too little in the price, or the comma being moved to get a different price. Furthermore, it is seen as tactical pricing when tenderers exploit errors or weaknesses in the tender documentation, for example by exploiting the contracting authority ́s errors in quantity specifications or putting a high price on components that are not subject to evaluation. It is not considered tactical pricing where supplier prices offer low for strategic reasons. Evaluation: When evaluating the price, "total" "sum of sale price" is used from the price form.  When assessing the price, a hybrid model with break point 1 will be used. Description : Weighting:  The award criteria is weighted 30%. Orientation: The contracting authority will emphasise whether products that are not listed in the requirement specification point "krav til miljømerkede produkter" are marked with the Swan Ecolabel, GOTS, Bra Miljøval or EU Ecolabel. Equivalent labelling schemes will also be paid. Other labelling schemes will give a lower score, if the environmental labels are assessed as less relevant or comprehensive. FSC, PEFC or Økotex 100 will give a 25% rating as regards environmental labels type 1 as the Swan Ecolabel.  When calculation of points on this criteria, the score for the individual products will be multiplied by the estimated volume stated in the column 'estimated volume per annum' on the price form for the individual products. Documentation requirement: Tenderers shall mark the column 'environmental label' in the annex 'Price Form' if the offered product is environmentally labelled with information on which brand scheme the product has. The name of the marking scheme must be given, and a valid licence number must either be given, or a valid certificate/licence certificate must be enclosed. If a license number is provided, it must be possible to apply for the license number on the brand scheme ́s website to check that it is valid. Marking schemes where it is sufficient to state valid licence number: The Swan Ecolabel, EU Ecolabel and Bra Miljøval. Certificates/licence certificates must be enclosed for the Green Seal labelling scheme and GOTS as it is not possible to apply for a licence number on the brand scheme ́s website. If it takes more than four hours in total to assess alternative documentation in the tender, this can lead to the relevant documentation being rejected. If alternative documentation is accepted by the contracting authority, an application for a licence for offered products in the Swan Ecolabel or equivalent marking scheme will be sent as soon as possible after the contract has been signed and at the latest within three months. This shall be documented to the contracting authority. It is the tenderer ́s responsibility to ensure that sufficient documentation is given to the marking scheme in time. Evaluation: This award criteria will be assessed based on the tenderer ́s response to the award criteria.
