Description : Oslo municipality invites tenderers to a market survey with the intention of mapping possible systems for system support for a leisure card scheme. We would, thus, like non-binding feedback from suppliers who can cover Oslo municipality ́s needs in this area.  Oslo municipality will implement a city-wide leisure card scheme aimed at families with children who wish to use leisure activities, such as organised sports and sports activities, arts, culture and music, and various leisure activities. The scheme is proposed to be adapted so that it covers school-age children and youths. The aim is that all children and youths shall be able to participate in leisure activities. Participation in sports, culture and outdoor activities promotes inclusion, affiliation and community, and it creates a sense of mastery and quality of life among children and youths. Participation in leisure activities is also an arena for preventing poor mental health and reducing the chance of drug and alcohol challenges. The City Council of Oslo wants to ensure that finances do not hinder leisure participation. Oslo municipality thus needs system support for the administration and use of this scheme. Need Oslo municipality would like a digital system for leisure cards with a low user threshold and which requires as little administrative resources as possible. The provisional identified needs can be summarised in the following points:  ● Overview of activity tenderers (teams, associations etc.) that are approved by the municipality. ● Overview of activity offers that parents can register for their children. The activity tenderers shall enclose the activities in the portal. ● Easy access for guardians with the option to apply for a leisure card balance, administer the leisure card balance, make entries for activity and pay for entries. ● Case handling/approval of application and award of leisure card balance. The municipality approves applications for leisure cards and awards leisure card balance to the user. The municipality shall also be able to register children/applications on behalf of the family in cases where the family cannot do it themselves. ● Integration possibilities for the municipality ́s necessary systems, such as an archive and finance system, national joint components, as well as any self-developed complementary services. ● Intuitive and simple user interface  ● Efficient work processes with as much automation as possible. ● Flexibility and good solutions for sharing and exchanging data.  ● Possibility to collect reports and statistics. ● Good information security and privacy that also safeguards the protection of personal information of special categories  ● Competent tenderer with resources and a desire to further develop the service in the contract period.  Groups The following user groups (target groups) are relevant: -Guardians Access to registrations, administration, application and use of frititdskort for own children. Scope: Guardians of the 40,000 children and youths in school age who are in the target group with low and middle income. - Employees in the municipality Employees in the district services who work with and against children and youths. Schools, AKS, the school health service, NAV, Oslohjelpa, Fritids coordinators etc. are relevant users. Employees who work with finances Employees who work with reporting and analysis. Employees who work with system management and IT development - Leisure tenderers Tenderers of leisure activities for children and youths (in Oslo), including organised sports and sports activities, arts, culture and music offers, and various outdoor activities. Solution alternatives We would like tenderers to briefly describe their proposal for a solution, implementation, support and price model. The meeting request, including further needs mapping forms, will come after the deadline expires for suppliers who have registered their interest. The information is used by Oslo kommune to get an overview of what is offered in the market. After the deadline has expired, Oslo municipality will call for a dialogue meeting with each tenderer who registers their interest for a more detailed mapping of what can be offered.
