Description : Helse Vest RHF intends to enter into a framework agreement for consumables with Saveen & Werner AS for the Hospitals in the Western Region. Background information: The Contracting Authority: Helse Vest RHF intends to undertake a direct procurement of Biobank pipes on the following basis: Existing Equipment: Helse Vest RHF has an expiring framework agreement for equipment that shall be procured in this framework agreement. Existing equipment: Helse Vest RHF has an expiring framework agreement for the relevant consumables that shall be procured. The instrumentation that Helse Vest RHF currently uses is tailor-made for the biobank pipes that shall be procured. This applies to the Tecan Freedom EVO (HUS and SUS) sample distribution robot, automated freezer stores Hamilton BIOS (HUS). Equipment specific compatibility: The relevant biobank pipes from FluidX are specially adapted to the existing laboratory equipment as mentioned above, and it is considered inappropriate to adapt the existing equipment to new biobank pipes. The biobank pipes are well incorporated into the current routine and work flow, and small equipment that i.a. decorators and storage boxes, are also specially adapted to these pipes. Projects that make use of the pipes have major national and international collections, and it will also require changes to the routines and procurement of new equipment here. When introducing pipes from the new supplier, adjustments in established LIMS must also be carried out. A transition to alternative pipes will incur considerable costs, require personnel resources and have a long implementation period. The specially adapted equipment that is currently used, particularly Hamilton BiOS, will to a small extent be able to handle pipes from several different suppliers simultaneously. It is known that the operation of several different types of pipes will result in an increased complexity and an increased risk of errors and downtime. This can reduce the quality of the service provided and require personnel resources to troubleshoot and deal with the error. In the long term Helse Vest RHF will assess options for competitive tendering and any technological adaptations that can enable increased competition in future procurements.
