Troms county needs assistance within geo and environmental technical ground surveys, laboratory services and analysis, as well as consulting geotechnics and environmental geology. The framework agreement can be used by all of Troms County as a business, but it is primarily aimed at the Agency for Transport and The Department for Operations and Property. The Agency for Transport operates, maintains, plans and executes projects on approx. 3,000 km county road in Troms. This includes measures connected to roads, bridges, ferry quays, avalanche protection and tunnels. In addition to planned projects, acute events can occur that require geotechnical and environmental engineering assistance. The Operations and Property Department manages and maintains the county ́s buildings, including schools, dental clicks, arts buildings and administration buildings. The work includes both planned measures and acute events, with a need for geotechnical and environmental surveys connected to ground conditions, stability and pollution in construction projects, rehabilitation and safety measures. Troms County invites tenderers to an open tender competition on a framework agreement for geo and environmental engineering ground surveys, laboratory services and analysis, and consultancy services geotechnics and environmental geology. Troms County, hereafter called the contracting authority, would like to enter into a parallel agreement with three tenderers to cover our need. The ground surveys will mainly be carried out on land. There can, however, be a need to carry out surveys in sea, water and rivers. There will be a need for sample taking and laboratory work in most assignments connected to geotechnical ground surveys. The assignments in the framework agreement will vary in complexity and extent. The tenderer is obliged to provide services for all of Troms county's borders. The framework agreement will be valid for 2 years, calculated from the date the contract is signed. The contracting authority has the option to extend the framework agreements for up to 2 years, one year at a time. The maximum contract length is 4 years. The estimated contract value for the framework agreement is NOK 19 million excluding VAT for a period of 4 years. The contract value is an estimate and is not binding for the contracting authority. The estimated scopes in the price form are only a basis for evaluation of the award criterium price. The stated scopes are an estimate for two comprehensive basic survey programmes and a comprehensive environmental technical ground survey programme. The contracting authority expects 6-9 ground surveys per annum. All the examination methods may not be needed throughout the framework agreement period and the stated scopes do not involve any purchasing obligation for the contracting authority. The contracting authority would like to point out great uncertainty connected to the value of the framework agreement. Political guidelines can change the extent of development projects in the short and long term, in addition to uncertainty connected to own capacity at the contracting authority and ground conditions in general. Tenderers must therefore be aware that the use of the contract can be considerably less than the limit. The contracting authority will, during the contract period, execute procurements of contracts and engineering design groups that can include ground surveys and consultancy services. This will be kept out of the framework agreement. If needed, the contracting authority will connect services from the framework agreement with ongoing projects.
