Description : Increase in Framework Value for ENQEIR586 Additional works/services/supplies to be provided by existing contractor Regulation 97(1)(b) permits a modification for the provision of additional works/services or supplies (irrespective of their value) by the original contractor that have become necessary and which were not included in the original procurement where a change of contractor: • cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services or installations procured under the initial procurement; and • would cause significant inconvenience or substantial duplication of costs for the contracting entity. (i) requirements of interchangeability…..with existing equipment, software, services or installations; The existing contractor has been involved in previous Windows 10 rollout, Contractor are involved in the Windows 11 upgrade taking place in September 2025, (€0.7m) and, will require new device rollouts with deployment by the existing contractor . This work will be carried out on the live network and requires in-depth technical knowledge of EirGrid’s systems, processes and system connectivity to ensure the business is not put at risk. EirGrid have a number of fields service engineers that need modified devices, the Service Desk help design, manage and support these devices along with Eirgrid. (ii) requirements of…….interoperability with existing equipment, software, services or installations; The existing contractor have an in depth knowledge of both EirGrid’s systems, security and devices that support (and not limited to) the Energy Management System, Corporate Systems and Single Electricity Markets. The knowledge that the exiting contractor has of the EirGrid networks and security estate has been built up over a long period of time and is not easily transferrable in a short duration of time and would put EirGrid at significant risk if we were to transition to a new Contractor prior to awarding a contract via the new tender. (iii) would cause significant inconvenience or substantial duplication of costs for the contracting entity. EirGrid require a modification to the original contract value in order for the Contractor to continue its services in line with the term of the original agreement (Until March 2026) to allow a new tender for the services to complete and for the new contractor to be assigned. The introduction of a new contractor at this juncture, would involve a significant migration period. This would cause significant inconvenience and duplication of cost associated with the knowledge transfer from the existing contractor to a new one. On this basis a change of contractor would not be economically viable. There were a number of change requests undertaken during the contract term: The Additional 24/7 Resource Resiliency (approx. €79K per year from 2021 onwards) This was to address additional resource requirements to improve the resiliency of the 24/7 service due to increased sickness leave during COVID. This was continued after COVID as the increased resiliency reduced the risk to service of general sick leave and staff turnover. As noted above, EirGrid’s contract with the contractor includes assistance and support for service desk as well as deskside support. This agreement was entered into in 2018 and there has been additional works and services required from the contractor to ensure continuation of service and additional resources for a number of reasons. -Use of additional resources on a number of projects that was not anticipated at the beginning of the service ( E.G ISEM project) -COVID- additional hybrid and work from home capability and increased resources deployed to ensure sufficient coverage and rostering. -Use of the rate card- This allows for variable work to be caried out using agreed daily rates as per the contracted rate card. -Windows 10 migration to Windows 11 EirGrid is heavily reliant on the contactor’s expertise and technical knowledge for the ongoing provision of these services. EirGrid require a modification to the original contract value in order for the Contractor to continue its services in line with the term of the agreement (Until March 2026) to allow a new tender for the service to complete and for the new service provider to be assigned. The Service Provider have the requisite knowledge of EirGrid’s systems and business (as they have worked for the last few years on a number and have expertise in this area . They are aware of EirGrid’s internal processes in relation to cybersecurity . The introduction of a new contractor at this juncture would involve a significant migration period. This would cause significant inconvenience and duplication of costs associated with the knowledge transfer from the existing contractor to a new one. On this basis a change of contractor would not be economically viable. In addition, it would not be technically feasible to change contractor -That would expose EirGrid to an unacceptable operational IT security risk. Increase in value from €7,545,920 - €9,300,000
