Description : Wadi Zarqa WWTP, based on current flow projections, is planned to be implemented in two phases: Phase 1 aims to achieve a wastewater treatment of 150,000 m3/day by 2030. Phase 2 is planned to add additional capacity of 200,000 m3/day to Phase 1, achieving a total project capacity of 350,000 m3/day by 2034-2035. The project scope, is for the Design, Build and Operate of the Phase 1 of Wadi Zarqa Wastewater Treatment Plant (WWTP) and associated facilities. The project scope includes but is not limited to the design, permitting, supply, delivery, construction, commissioning, operation, maintenance and transfer of the Wadi Zarqa WWTP, with a Phase 1 treatment capacity of 150,000 m3/d, an approximately 1.4 MW hydropower plant, the conveyance system from the West Zarqa Pump Station (WZPS) to Wadi Zarqa WWTP including 12 km of pipeline with a diameter to be confirmed (estimated at up to 1,600 mm), as well as the expansion of the pre-treatment facility at WZPS.

Main features of the procedure : Currently, the Procurement is at Prequalification Stage which will be open to local and international contractors that have same experience in WWTP as stated in the Prequalification document. After the prequalification process, the procuring entity will invite sealed bids from eligible bidders for the Design Build and Operate (DBO) of the Wadi Zarqa Wastewater Treatment Plant Phase 1. Both technical and financial proposals will be submitted and evaluated from prequalified bidders. Only prequalified contractors will receive an Invitation for Bids (IFB) and will be allowed to purchase Tender Documents. The Procuring entity is preparing the Invitation for Bids and DBO Contract based on the FIDIC General Conditions, Gold Book First Edition, 2008 with specific clauses incorporated to cover specific EIB and U.S. DoS requirements. The procuring entity is also in the process of preparing a preliminary design of the new facilities which will be shared with the prequalified bidders for information purposes.

Jordanian Contractors intending to participate either as a single entity or as a partner in a JV/Consortium must hold First Grade classification in Wastewater Treatment Plants, Construction/Buildings, Water/Wastewater, and Electromechanical Works and Services, combined, in accordance with the classification system of the Ministry of Public Works and Housing (MOPWH) / General Tendering Department (GTD).
