After DSS' investigations, NTB is still the only player in the market who is an independent total supplier of news services to the press and mass media. They are also the only news agency that offers content to subscribers via the internet. Most other media are customers of NTB, and depend on material from here as a supplement to self-produced content. NTB covers Norwegian and international news by sending out continuous updated news reports. NTB has a superstructureing approach to the news material, and takes responsibility for the entire national news. On a normal day, NTB sends out approx. 250 news reports. The messages go to the country's media actions and to companies, ministries and others who need to keep themselves continually updated, which is particularly important for DSS and the joint ministries. NTB also has a news calendar, which presents the most important things that happen at national levels during the current day. This is being edited continuously, and the ministries actively use the calendar to keep track of their cases. Coverage of Norway at international news agencies such as Reuters, AP or AFP does not have as broad and thorough coverage of Norway as NTB. DSS assesses that NTB possesses a unique service, which is independent and thus has no connections with the Norwegian authorities. Based on this, the exception in the public procurement regulations § 13-4 first section letter b) no. 2 is fulfilled.
