Description : Kristiansand municipality needs to enter into a framework agreement for condition analyses of buildings in accordance with NS3424 (2012). Parallel framework agreements will be signed with up to 3 tenderers. The condition analyses shall form the basis for planning investments and maintenance for the municipality ́s buildings. The analyses can be at all levels in "Table 1- Analysis Level" in accordance with NS 3424:2012 and in accordance with NS-16096 Condition analysis of listed and protected buildings. NS 3451 Building parts table shall be used when registering building parts. The analysis can include the following disciplines, but is not exhaustive: RIB - Consultant engineer for constructionRIV - Consulting engineer, heating, ventilation and sanitary engineering; HVAC AND SANITATION - Consultant engineer electro RIBr - Consultant engineer for fire Resource with competence in universal design in accordance with TEK 17. Each call-off on the agreement will clarify the level of condition analyses, with the accompanying description of the works. Call-offs will have different complexity, and relevant disciplines will be adapted to each individual assignment. It will be the tenderer ́s task to facilitate the different professional resources and compile the report for the contracting authority, as well as other work that naturally belongs.

Main features of the procedure : Kristiansand municipality will enter into a contract with up to three (3) tenderers, who will be ranked in accordance with the award criteria. If one of the tenderers drop out during the agreement period, the lower ranked tenderers will automatically be in the order of ranking. Assignments with an estimated value under NOK 200,000 excluding VAT: For assignments with an estimated value under NOK 200,000 excluding VAT, requests for delivery shall be directed to the tenderer ranked as no. 1. Tenderers are given 48 hours to confirm/commit to deliver the requested call-offs. If the tenderer does not have available capacity, an enquiry shall be sent to the tenderer ranked as no. 2. If the tenderer does not have available capacity, enquiries shall be sent to a tenderer who is ranked as no. 3.Work under the framework agreement can include more specialised disciplines, e.g. in cases with listed buildings, special purpose buildings etc. In these cases the contracting authority reserves the right to run mini competitions even if the estimated value is below 200,000 excluding VAT. If none of the contracting authorities can offer the service, the Contracting Authority is free to leave the framework agreement. Assignments with an estimated value of more than NOK 200,000 excluding VAT: For assignments with an estimated value of more than NOK 200,000 excluding VAT, mini-competitions will be held. The award of assignments in mini competitions will be made to the most advantageous tender based on one or both of the following criteria: Price Competence/experienceWhat criteria apply to the relevant mini-competition and the weighting of them, will be stated in the assignment description for the mini competition. Tenderers cannot offer a higher hourly rate and mark-up than those stated in the framework agreement when submitting tenders in mini competitions. The Contracting Authority also has the option to request a fixed price for the assignment when carrying out mini-competitions. See the annexes for further details on the framework agreement. The contracting authority expects tenderers to have active contracts (commitment statement) with relevant disciplines and can guarantee that their own, and the sub-suppliers ́ competence/experience, is in accordance with NS3424 (2012).
