In accordance with the Regulations on requirements for private side tracks and goods railways, entities shall, among other things, have provisions on operation and maintenance that ensure satisfactory safety. § 6. General requirements for the administration of infrastructure, §5 Requirements for a security management system and § 9.Control and maintenance of infrastructure, say something about this. According to the Authorisation Regulations, the Norwegian Railway Authority is the supervisory authority in accordance with the Railway Act § 3d, § 3e, § 3f, § 3g and § 13. The Norwegian Railway Authority performs inspections in accordance with the Railway Act § 11 and receives the authority that is pursuant to the Ministry of the Railway Act § 11 seventh paragraph to revoke permits granted pursuant to the law for breaches of terms and requirements set for business. In order to comply with these laws and regulations, The Port of Oslo must procure this. The simplest way to achieve this is through a framework agreement. See the requirement specifications.
