The importance of the acoustic data means that they must be interpreted at the best possible quality, which implies that the necessary information is visualised during interpretation and that data is interpreted by 2 people. Due to the large amount of data that must be interpreted, it is also necessary that the data can be interpreted to the best possible quality in a relatively short time.

Justification for direct award : The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification : The Norwegian Institute of Marine Research has worked since 2002 on the development of a Large Scale Survey System (LSSS) in cooperation with NORCE (then CMR). HI is now entering into a 4 year contract for the maintenance and development of the software. The work has been distributed so that HI has primarily worked on dialogue with users and specified how the software shall be experienced by users, whilst NORCE has worked primarily with design and web-clicking of the software. Project participants from HI and NORCE have jointly discussed how the user interface should be and which parts of the software are critical to be fast, as well as what parts of the existing software are necessary to be replaced with new components as new technology has become available. This is a comprehensive work that has been continually developed throughout the more than 20 years the work has been ongoing. Even if LSSS is built up modular, it is still a complex and complex system that it will take a long time to build up for others than NORCE. Background for signing of contract with NORCE without a prior competition: The Public Procurement Regulations § 13-4 litra b number 2 are pursuant to procurement without competition if the procurement concerns services where competition is impossible for technical reasons. The Public Procurement Regulations § 13-4 litra b number 3 are applicable to procurements without competition if the procurement concerns services that only a determine tenderer can deliver because the tenderer has sole right.
