It enables seamless integration with core enterprise systems, creating a connected ecosystem that supports long-term scalability. As well as that it works to improve data-driven decision-making through access to high-quality, real-time data insights.

Justification for direct award : The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification : 1. Urgency and Continuity of Service The current on-premise version of SyllabusPlus, in place in UCC, is no longer under active development. Only Priority 1 issues—those critical to business operations—are being addressed. All other support, development, and integration work now requires migration to the vendor’s SaaS platform. To mitigate risks associated with the current product, UCC must transition to TechnologyOne’s SaaS platform. Migration to the SaaS version of an existing product mitigates the risk of the on-prem system becoming unsupported during any tender, selection, and implementation process. As a key enterprise system supporting the core university functions of student timetabling and room bookings for approximately 25,000 full-time students and staff, this is a high-risk service area and potential loss or discontinuity of service is not feasible. A direct award for a 4-year period provides a stable operational environment while allowing sufficient time to run a competitive tender and the selection and implementation of a new system (if required). This approach eliminates the risk of a support gap and mitigates the risk from a steep user learning curve during a potential transition period. The SyllabusPlus software is only available through TechnologyOne. 2. System Dependencies and Integration SyllabusPlus is currently integrated with other SaaS products from the same vendor. Migrating SyllabusPlus to the vendor’s SaaS platform ensures continued compatibility and avoids disruption to these other critical services.
