Helse Stavanger HF intends to procure two. Fibroscan apparatuses for the Research Department and the Gastromedical Section. A procurement contract will be signed for Fibroscan Expert 630 and Fibroscan Compact 530 with Mediplast AS. FibroScan is an apparatus that is used to estimate liver rigidity in a standardised manner. This is obligatory in all treatment of liver diseases, which concerns a very large and important part of the gastro-section ́s patients. It is as important as endoscopic equipment in the treatment of patients with psychiatric bowel disease/cancer/bleeding in the GI tractus - in comparison. It is important that the measurement of fibrosis degree in the liver is done by transient elastography (TE-FibroScan) so that it can be handled by a nurse or doctor without ultrasound competence. Elastography with ultrasound apparatus with a separate elastography program requires ultrasound competence and the values obtained from this type of elastography vary from manufacturer to manufacturer and do not provide values that correlate directly with the values used in the guidelines that Helse Stavanger HF relates to. In clinical practice, it is mainly specialised nurses who carry out the examination, which relieves the considerable shortages of the gastro section on the doctor side. These nurses can, thus, use the equipment without further training. A separate Fibroscan apparatus is required for the research department, as a research project shall be carried out where all patients shall carry out elastography. Mediplast AS is, according to what we know, the only supplier of Fibroscan with Transient Elastography/VTCE that together fulfils the need. Based on this, a competition cannot be held, cf. the procurement regulations §13-4 letter b, points 2 and 3. An agreement is planned to be signed 10 days at the earliest after publication of an intention notice.
