Description : The procurement concerns the provision of expert advisory and technical assistance services for the reengineering of cadastral public services provided by the Public Institution "Cadaster of Real Estate" (IP CBI) in Moldova. The assignment forms part of the broader GIZ-supported reform project "Attractive and Efficient Public Administration," which supports Moldova"s path toward EU integration and digital transformation of public service delivery. The goal of the assignment is to optimize, modernize, and streamline the portfolio of cadastral and real estate services to make them more efficient, citizen-centric, and cost-effective. This will involve comprehensive process analysis, capacity development, legal and institutional adjustments, and the formulation of technical specifications for future digital tools. The services targeted for reengineering include land and property registration, cadastral works, real estate valuation, and information services, currently provided by IP CBI. The contractor will carry out a full cycle of business process reengineering in line with the national Methodology for Public Service Reengineering. Activities span from the analysis of current "as-is" processes, training of local teams, participatory redesign of future "to-be" models, piloting, and finalizing technical and organizational specifications for implementation. This reengineering effort is closely coordinated with national partners - the Agency of Geodesy, Cartography and Cadaster. It is expected to contribute to better service delivery outcomes, improved integration of automated systems, and reduced bureaucratic burden and delivery costs for both the institution and the public. The contractor will support IP CBI in transforming its service delivery model through a comprehensive reengineering process focused on 5 categories of cadastral services (registration, valuation, cadastral works, information services, and registry management). These services are both monopolistic and competitive in nature, offered by the public institution alone or jointly with private actors. Given the outdated systems and bureaucratic inefficiencies currently in place, the assignment aims to redesign business processes to align with the forthcoming digital architecture of the new Real Estate Register, currently pending government approval. The scope of services to be delivered by the contractor includes: Mapping and analysis of current business processes ("As-Is" mapping). The contractor will identify inefficiencies, redundancies, legal constraints, and ICT gaps, representing all processes using UML/BPMN standards. Design of optimized service delivery models ("To-Be" mapping). The contractor will co-develop with IP CBI future processes that are simplified, user-centered, and digitally enabled. They will identify time and cost-saving measures and develop simulation pilots. Capacity building. A reengineering working group will be trained using tailored materials and exercises. Training will be followed by assessments to measure knowledge transfer and engagement. Legal and institutional framework adjustments. The contractor will analyze the legal framework governing cadastral services and assist in drafting required amendments to the law and government decision levels to operationalize the new models. Technical specification development. The contractor will deliver technical and functional specifications for future ICT systems, particularly the Information System Real Estate Registry, in line with government-approved concepts. Organizational restructuring. The contractor will support IP CBI in reviewing HR needs, job roles, and institutional structures to align with the new workflows. A training needs assessment and a change management plan will be developed. Simulation and piloting. The contractor will simulate the new service models and gather feedback from both service users and institutional staff, including vulnerable groups, to validate inclusivity and effectiveness. The assignment includes strong cross-cutting requirements. A gender equality and human rights-based approach must be applied throughout, ensuring vulnerable and underrepresented groups (e.g., people with disabilities, rural populations, Roma, linguistic minorities) are involved in feedback loops and that their needs are considered in the design phase. The contractor must also comply with data protection laws (GDPR and Moldovan legislation). Seven work packages are structured across the assignment timeline, each with concrete deliverables and timelines. Regular monitoring and results-based reporting are required. The contractor must engage in close coordination with GIZ, IP CBI, and national stakeholders, and participate in knowledge-sharing events hosted by the E-Governance Agency or similar bodies. By the end of the assignment, Moldova should be equipped with a reengineered, digitally enabled, and citizen-friendly cadastral service model that is ready for implementation and scale-up.
