Title : Incorporation of Martina Hansen Hospital in VVHF ́s contract for electronic logistics and quality management system.
Description : Martina Hansen Hospital (MHH) will be transfer of the company to VVHF at the end of 2025. In this connection, it is desirable to include MHH in a contract with Getinge Norway AS for the delivery of an electronic logistics and quality management system for operations entered into 22.11.24. The procurement shall be carried out in accordance with PPR § 13-4 letter b) no. 2. as the competition is impossible for technical reasons. There are other providers of tracking and logistics systems, but none of them offer a system that is technically compatible with the existing VVHF system. Alternatives require dividing of the system landscape, separate integration systems and the risk of data unintentional and fragmented maintenance information. If another system is procured (or the current system is continued) for MHH, it will not be able to be integrated with the T-DOC installation at VVHF. Furthermore, it is assumed that it will not be possible to purchase the same system (T-DOC) from another supplier or dealer than Getinge Norway AS, as Getinge has sole rights to the source code of the system. If another system shall be used at MHH, this means that MHH and Sykehuspartner must operate and manage two separate electronic logistics and quality management systems for one and the same health company. A significant amount has been invested in the system for VVHF. The alternative to making a separate procurement to MHH will be to make a new purchase for the entire VVHF, in the utmost consequence for the entire Southern Eastern Region, as T-DOC is a regional solution. A new procurement that covers the health company ́s needs as a comprehensive institution is estimated to be very expensive, as well as resource and time consuming. Furthermore, the use of two separate systems means that it will not be possible for health personnel at the company to undertake the necessary planning and organisation of equipment for operations etc. In the utmost consequence this can lead to a loss of life and health.
