To meet these challenges, TenneT is launching a tender to implement advanced cable monitoring systems. These systems will offer critical insights into the performance and resilience of the grid’s lifelines — its cables — ensuring optimal operation as Europe transitions to a more sustainable energy future. The tender process is organized into three distinct lots, each focused on specific technologies: Lot 1: Distributed Temperature Sensing (DTS) – Brillouin Lot 2: Distributed Temperature Sensing (DTS) – Raman Lot 3: Distributed Acoustic Sensing (DAS) Each lot will result in a framework agreement for a duration of 2 (two) years, with 6 (six) options to extend with 1 (one) year. The tender starts with a pre-qualification phase during the period April/July-25, where interested parties must demonstrate their managerial, technical and procedural capabilities. Candidates must supply a full hardware solution— Raman DTS interrogators and standard rack-mountable equipment — and ensure interoperability with standard SCADA systems. The reference(s) include(s) system installation, commissioning, calibration, and technical maintenance, including remote diagnostics and software updates. For Lot 3: DAS, the Candidate must demonstrate experience with converting fibre optic cables into distributed acoustic sensors capable of vibration detection over at least 100 km. The reference(s) include(s) providing and integrating DAS interrogators, data storage, and field accessories, along with analytics software for event visualization, logging, and real-time alerts. The system must integrate with TenneT’s infrastructure and include full lifecycle support: maintenance, upgrades, and technical assistance.

Description of the method to be used if weighting cannot be expressed by criteria : The objective of this procedure is to award the framework agreements to the tenderers that offer the economically most advantageous tenders, with the best price-quality ratio. The best price-quality ratio will be determined by means of a price correction system.
