5.1.7 Strategic procurement

Aim of strategic procurement : Innovative purchase
Description : The overarching goal is to conduct a full review of the economic appraisal model, including an assessment of current appropriateness and options for future development, taking into account enterprise policy objectives. Within this, the objectives are to: • Recommend the most appropriate model in the context of economic change, agency activities, economic appraisal theory and the need for appropriate appraisal of public expenditure. • Review the existing parameters and assess their alignment with enterprise policy objectives and relevant economic appraisal theory, and their relevance in relation to structural changes since the last review. • Set out options that can be considered, their parameters and structures and their advantages and disadvantages, particularly in terms of practical application and ease of use by the enterprise agencies. • Assess if and how the model can be adapted to capture a broader range of enterprise policy objectives including capacity building, capability building, RD&I and Productivity and the need to capture environmental costs. • Ensure the model is future proofed, with a facility to update of the model due to major cyclical changes when necessary and changes to State Aid rules and rates. • Provide guidelines in relation to future maintenance of the model, including in relation to updating in response cyclical and/or structural change.
Aim of strategic procurement : Innovative purchase
Description : The revision of the appraisal model is a broad analysis and review of all parameters of the model, as well as a detailed analysis of the parameters, values and derivations of costs and benefits. The contractor will also have to establish the most appropriate parameter values for the revised Economic Appraisal Model. Developing the most appropriate model that is not complex, easy to use and effective in assessing the costs and benefits of an agency support measure to the state is of primary interest to the review of the Economic Appraisal Model. It is also relevant that the researchers will undertake adequate analysis of relevant international evidence in similar models and identify the appropriate course of action for Ireland. It is envisaged that the following research would have to take place in order to undertake the review of the EAM; 1. A clear assessment of the rationale of the Economic Appraisal Model and its role in delivering economic return to Ireland. 2. A review and understanding of enterprise policy and the objectives of the State for the future. 3. A review of structural and cyclical change in the economy and labour market since 2018, including regional variations. 4. A review of the DETE EAM issues paper (appended to the Tender Documentation) and an assessment and response to the issues articulated. 5. A review of previous updates to the model (appended to the Tender Documentation) and set out of its current configuration. 6. A review of current instances of where the model is not fit for purpose and recommendations for addressing this. 7. A thorough assessment of the literature and theory of the various parameters underpinning the model. 8. A brief review of the alternative methods of project appraisal to ensure current methodology is in aligned with best academic practice. 9. Review of international appraisal models and potential implications for the DETE Model. 10. Review of each component of the model with relevant rationale for its revision where appropriate.
