Title : Upgrading/development Customs information system to fully functional EU Automated export system (AES) and EU Import control system (ICS2)
Description : This project represents the development and implementation of Automated export system (AES) and Import control system (ICS2) by upgrading of export and import applications existing in CIS with latest EU AES and EU ICS2 EU versions available on the EU level during the duration of the project. This project is made up of two components. The first component represents the upgrade/development of CIS with the functionalities of the Automated Export System (AES) -EU latest phase and version, and the second one represents upgrade/development of CIS with the functionalities of Import Control System 2 (ICS2) EU latest phase and version in Customs Administration. These two systems must be integral parts of the Customs Information System (CIS) of Montenegro. The Automated Export System (AES), must manages electronically the export and exit formalities performed by customs officials and economic operators when goods leave the customs territory of the EU. by using export or re-export declaration, exit summary declaration or reexport notification. System must be able to manage following processes: Export. Export followed by transit, Re-export, Re-export from free zone or temporary storage, Pre¬departure Declaration Customs declaration. Re-export declaration. Exit summary declaration (EXS). The new customs pre-arrival security and safety programme called Import Control System 2 (ICS2 allows for the implementation of the new Union Customs Code (UCC) processes and procedures relating to the entry or transit of goods to/through the EU including Switzerland. Norway and Northern Ireland. System are supporting the following processes: Lodging the Entry Summary Declaration (ENS) (advance cargo information) to customs. Security and safety risk analysis by customs. Arrival of means of transport presentation of goods to customs and Control of goods by customs, where required. Advance cargo information and risk analysis will enable early identification of threats and help customs authorities to intervene at the most appropriate point in the supply chain. Entry of the goods into the EU can be described as a 5-step process, consisting of: the lodgement of the Entry summary' declaration (ENS). notification of the arrival of the means of transport, presentation of goods, temporary storage of goods and placing the goods under a customs procedure. 1CS2 must support the communication of advanced cargo information (ENS) for safety and security risk analysis on the entry of goods into the EU for the following transport modes and business models: road, rail, maritime, air. air express and postal goods. The both systems AES and 1CS2 must be incorporated in existing customs systems and connected with appropriate modules. AES must be connected with RMS, NCTS, CDS, EMCS and other necessary applications in CIS. 1CS2 must be connected with NCTS, RMS. CCN2. MSA&AU, EAMS. IAMS and other necessary applications.
