Title : Request for Information - system for access control and identification on waste collection points
Description : Remiks Husholdning currently operates about 400 shared waste collection points located in and around Tromsø and Karlsøy. These sites have varying levels of access control, many of which rely on outdated 2G technology and must be replaced. Remiks is now seeking information on modern, integrable access control solutions, to be integrated with other software solutions. Background and Needs - Current access control is based on RFID key fobs. - Issuance of RFID fobs is done manually and is not linked to a central system. - There is no automatic verification of whether the user resides at the associated address or if they have moved. - Remiks uses an app provided by a company called VSP,(Vest-Systempartner AS( integrated with the Komtek waste management system provided by Norkart AS, where all residents and subscribers are registered. - All shared collection points will be equipped with fill-level sensors from a company called REEN AS, used for route planning and collection scheduling. - Many locations lack permanent power supply, and must rely on battery power. Purpose of the RFI Remiks is seeking information on solutions that: - Can replace the current access control system. - Can integrate with the existing VSP app and Komtek system. - Support automatic access assignment and revocation based on subscription and residence data. - Are future-proof and open for integration with other systems, such as Reen sensors. Solution Requirements We belive an access control system should have the following functional requirements: - Access via mobile app and/or RFID/NFC - Automatic access management based on subscription data. - Access logging and usage statistics. - Remote administration and monitoring. - Ability to connect with fill-level data for operational optimization. Integration Requirements: - API support for integration with: - VSP app - Komtek system - Reen fill-level sensors - The API must follow a recognized format, such as REST API. - The data format used in communication must be JSON-formatted text. - The API must provide data on usage events/container openings, including: - Timestamp - ID from the key fob used - ID of the container/hatch - If a Wallet integration already exists, it must be documented. - The solution must support integration with the current VSP system via the API. - Open architecture for future integrations. Technical Requirements: - Must not rely on 2G networks. - Support for modern communication protocols (e.g., LTE, WiFi, LoRaWAN). - Must support independent power supply (e.g., battery or solar). - Battery life must be at least 5 years under normal usage. - Hardware must be robust and weather-resistant, suitable for Arctic conditions. Security Requirements: - Encrypted communication. - User authentication and access control. - GDPR-compliant solution. Requested Information from Vendors: - Input with regards to solution requirements, especially the technical requirements - Description of possible solutions and technologies that would be relevant for our use case - Input with regards to how to consider integration capabilities and API documentation - Special considerations that should be taken into account to make sure the market responds as good as possible to a possible tender of solutions Timeline: - RFI release: end of September/beginning of October - Submission deadline: 27th of October - Evaluation and next steps: December 2025
