Description : Turku PET Centre (TPC) is a Finnish National Research Institute for the use of short-lived positron emitting isotopes in the field of medical research. The core functions of Turku PET Centre are based on the agreement between the University of Turku, Åbo Akademi University, and the Turku University Hospital. To continue preclinical in vivo imaging of large rats, injected with >40 MBq of radioactivity, at high resolution and to fulfill the criteria for upcoming projects, Turku PET Centre must 1) replace the expired Inveon Multimodality PET/CT scanner (Siemens), and 2) buy a new PET/MRI 3T scanner (nanoScan PET122S / MRI 3T Full-scale, quantitative PET combined with a robust, cryogen-free MRI and nanoScan PET123S / CT1512 Real dynamic PET-system designed for quantitative studies). The preclinical Imaging unit at TPC is currently limited by space, with no possibility to expand. Hence, a small footprint is required. Therefore, Turku PET Centre has decided to acquire the PET123S/CT and PET122S/MRI 3T nanoScans from Santax Medico Oy, (manufacturer Mediso Medical Imaging Systems Ltd) A contracting entity may opt for direct procurement if only a certain supplier can implement the procurement for a technical reason; it shall be a further condition that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement.

Justification for direct award : The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification : The PET123S/CT and PET122S/MRI 3T from Mediso are currently the only instruments on the market that meet all the mandatory technical requirements for fulfilling the uncompromising needs of Turku PET Centre as follows: Mandatory requirements ➢ The PET/CT scanner must be able to scan rats weighing up to 900 g ➢ The scanners must allow the use of radioactivity doses up to 80-90 MBq. ➢ The scanners must have a PET resolution of ≤ 0.7 mm ➢ The scanners must have a small footprint ➢ Both scanners (PET/CT and PET/MRI) must be equipped with a fully automated animal imaging workflow allowing high throughput via: • Animal imaging chambers must be compatible with all imaging modalities (PET, CT, MRI) and therefore inter-changeable between systems. • A unified animal handling system allowing cross-camera studies without taking the animals out of the imaging chamber must exist. • Multiple animal reconstruction protocols for all modalities with automatic bed removal, and automatic splitting of multiple animal data to single animal DICOM sets with automatically calculated SUV values. • The acquisition software, responsible for data acquisition and image reconstruction, must be running on both scanners and shared for all modalities (PET, CT, MRI). • A shared image post-processing software for data analyses must be available for all three modalities (PET, CT, MRI). ➢ The CT modality must enable high quality images of larger rats ➢ The CT modality must enable ultra-low x-ray doses in longitudinal studies • The CT modality must be self-shielded ➢ The scanners must use standard European electrical supply and standard network connections. There is no special room requirements for radiation protection. PET122S/MRI 3T ➢ Count rate performance up to 80 MBq quantitative range ➢ Enabling scanning of two rats simultaneously with injected radioactivity doses of 40 MBq each ➢ Axial field of view ≥ 10 cm ➢ Transaxial field of view ≥ 12 cm ➢ Resolution (3D OSEM) PET: ≤ 0.7 mm ➢ Sensitivity PET: ≥ 8% (250-750 keV) ➢ Small footprint (size: H1584 x W836 x D2520 cm and weight: 600 kg) enabling all MRI components to be installed in the same room ➢ Both scanners (PET123S/CT and PET122S/MRI 3T) are equipped with fully automated multiple animal imaging workflows, which are compatible with all imaging modalities (PET, CT, MRI)
