Description : Gran municipality invites tenderers to a tender contest for snow clearing and gritting on municipal roads, properties and open spaces. The framework agreement shall start as soon as possible and throughout the spring 2027 season, with an option for an extension of one year at a time, up to a total duration of eight years. The aim of the competition is primarily to snow clearing - there may be a need to gritting, but this only occurs when called out by the supervisor or unit manager. In 2022 the competition was divided into five lots (sub-contracts), with the opportunity to submit tender offers on one or more of the lots. Area five Bjoneroa is now re-announced. Ignore sub-contract XX. The deadline is shorter than the requirement in the procurement regulations, as the municipality faces acute need to ensure snow clearing and winter maintenance before the season starts. Weather prognoses and previous experience suggest that winter may come early, and a lack of stand-by can lead to danger to life and health, as well as significant operational disruptions in municipal services. Justification: In accordance with the Public Procurement Regulations § 20-2 (4) and § 20-3 (4), the Contracting Authority can utilise shortened minimum deadlines in open and restricted tender contests if there are "imperative reasons that make it impossible to comply with the ordinary deadlines". This particularly applies when: The need has arisen as a result of unforeseen events. It is urgent to put in place contracts to ensure critical social functions. It is still possible for tenderers to submit tender offers within the shortened deadline. Assessment: Snow clearing is a critical service to ensure accessibility for emergency services, school transport, health and care services and inhabitants in general. Delayed procurements can lead to serious consequences for life, health and safety.

The roads are divided into five areas (sub-contracts) where tenders can be submitted for one or several areas. This sub-contract is for Lot 5 - Bjoneroa.mLoggGran municipality uses mLogg for precise information on snow clearing and gritting. The tenderer must procure and maintain the necessary equipment, Gran municipality holds licences. See the tender documentation for further information. PricesThere shall be a fixed price per trip per road per route. The prices shall be entered in the mLogg and the total price per lot shall be put into Mercell per sub-contract. EvaluationIn the evaluation, it will be assumed that in an "average season" there will be a need for 20 snow clearing and 10 gritting. The total cost over eight years will form the basis for a price comparison between tenderers, i.e. the price for 160 snow clearings and 80 grittings. The stated consumables can vary in volume, and the described volume is not binding for the Contracting Authority. Rejection of tenders the Contracting Authority reserves the right to accept any tender, or reject all. Insufficient tenders can be rejected.
