The assignment comprises operational and maintenance assignments, with function responsibility for some of the assignments, on national roads and national foot/cycle paths with the accompanying side facilities, side areas, equipment and installations, in the municipalities of Bodø, Fauske, Saltdal, Sørfold, Hamarøy, and parts of Rana, as well as National Road 73 which runs through the municipalities of Grane and Hattfjelldal, in accordance with the road list given in chapter. D2-V1 and D2-S20. The work will be settled with a round sum for round sum processes, in accordance with amounts and unit prices for other processes and as maths work in accordance with hourly rates for crews and machines. The contract will be valid from 01.09.2025 to and including 31.08.2030 for all the assignments that have been described. By agreement, the parties can extend the contract for a period of further 12, 24 or 36 months, cf. chapter C3, point 21. The Builder has the option to extend the contract by 12 months, from 1 September in the year the contract was agreed to end (i.e. either at the end of the original contract period, or at the end of the extended contract period in accordance with the previous section), up to and including 31 August the following year. The road network included in the assignment (including metrated arms, ramps, junction parts and side-system parts, but not including annexes or oncoming roadways) consists of: 474,944 m road in total of which 430,523 m national road 40,616 m foot and cycle path + 3,154 m new foot and cycle paths in accordance with chapter D2-S20 3,779 m other roads (municipal and private) Traffic on the national roads has a variation span from approx. ÅDT 12 to approx. ÅDT 19709 and an annual traffic growth of approx. 1.6%is expected. The assignment mainly comprises routine and other operational assignments, but also minor maintenance assignments on the road network. The assignment also includes inspections and registration, planning of the entity, stand-by for winter operations and general traffic management, documentation, reporting to the builder, information to the public and handling other assignments necessary for the operation and maintenance of behalf.
Main features of the procedure

All qualified tenderers are invited to submit a first tender. The contracting authority will make a reduction/reduce the number of tenders with several tenders. The negotiations are planned to be carried out as one or several separate physical meetings between the contracting authority and each of the tenderers in premises that the Contracting Authority provides. The meetings can be held digitally. Emphasis is put on the fact that the contracting authority cannot, in the face of the other suppliers, reveal systems or other confidential information that a tenderer gives the contracting authority, without the tenderer ́s consent, cf. the procurement regulations § 23-10 (2). The negotiations are planned to be carried out in accordance with the provisional plan as stated in the tender documentation chapter A2. The contracting authority reserves the right to hold further negotiation meetings and request further revised tenders if needed. Further information on the implementation of the negotiation will be provided during the tender phase. The purpose of the negotiation meetings is for tenderers to get feedback that will enable them to submit an improved tender. The contracting authority will give tenderers feedback on how the contracting authority has assessed the tenderers ́ tenders in accordance with the award criteria.
