Description : Procurement of up to 200 user accesses (codes) for a digital guided self-help tool mental health and dependency. The target group is persons with light to moderate mental disorders, who receive tenders from municipal health services. The tools shall be relevant for inhabitant with light to moderate symptoms of: •Anxiety •Depression • Difficulty sleeping •Stress Success criteria will be tools that contribute to: • Reduction in symptoms for inhabitant • Increased functional level for inhabitant • Increased quality of life for inhabitant • Increased capacity of therapists • Good user satisfaction of inhabitants and therapists Inhabitants shall use the tool with guidance from primarily two treatment groups: • Health/social education at bachelor level and with further education in cognitive therapy. •Psychologists The form of treatment shall be aimed at inhabitants over the age of 18 with anxiety, mild to moderate depression, difficulty sleeping and/or beginning drug and alcohol problems that are in active treatment in the departments. The tool shall be based on evidence-based method and practice (cognitive theory) and be developed by psychologists/professionals. The tool must be able to provide joint access to an internet based system for inhabitants and Professionals. The system must be available on both tablets and PCs. The tools shall be offered as a network application where the tenderer takes care of development, operation and management of the software. All parts of the system shall be usable in normal browsers, without installation of extra software, and the system shall be able to be used on all types of devices with browsers. The tool can optionally also be offered as a mobile application. The tool shall be in Norwegian and it ought to be in English. The professional must have their own functionality for administration and follow-up of inhabitant. The system must be able to give employees in Asker municipality access to statistics systems in order to see on effect, use and treatment focus. The municipality ought to get an overview of the use and effect of use and effect of the tools. Tenderers shall fulfil relevant and relevant authority requirements. This includes requirements imposed through laws and regulations, standards and codes, as well as security requirements. Tenderers must be able to offer training of the tool and be available for support. Employees ought to have access to training material (in Norwegian) in use of the tool so that they have an overview of the tool ́s possibilities and limitations. The support must be available during the day within 24 hours, with a response time of 24 Hours. The system shall safeguard privacy, security and rights. Tenderers must have a system for processing privacy information, both inhabitant and employees. This must be in accordance with the Personal Data Act. Tenderers must commit to a data processing contract that regulates the rights and obligations between the data controller and the data processor in accordance with the Personal Data Act. (LOV-2018-06-15-38) and the General Data Protection Regulation (2016/679/EC of 27 April 2016, General Data Protection Regulation, General Data Protection Regulation). The agreement shall ensure that personal information about the registered persons is not used improperly or comes unrighteous in the hand of being. Tenderers must be able to assist with ROS analysis and DPIA. We cannot see that there are other suppliers than Assisted Selvhjelp AS who can deliver this. If the Contracting Authority does not receive objections regarding the Intention Notice, the contract will be sent for electronic signing after the waiting period has expired. The contract can be signed after 10 days at the earliest calculated from the day after the notice date.
