Description : The Norwegian Coastal Administration makes major investments within digitalisation and IT services annually and in accordance with the demand for good digital services that the Norwegian Coastal Administration delivers within the maritime sector. The Norwegian Coastal Administration has, therefore, a regular need to purchase external IT competence in order to continue to provide and further develop digital services within the maritime sector. The Norwegian Coastal Administration would like to enter into parallel framework agreements for 4 sub-contracts. The sub-contracts include different competence areas. The sub-contracts shall cover the Norwegian Coastal Administration ́s need for competence and capacity in the contract period and will be signed with 3-6 tenderers per sub-contract, provided that there are a sufficient number of tenderers. The final decision on the number of framework agreement suppliers will be made at a later date, cf. the tender documentation point 1.2.1.2 sub-contracts will be national, whilst two of the sub-contracts will cover, but not limited to, our locations in Haugesund and Ålesund.All call-offs will occur with the use of mini-competitions between the suppliers with agreement within the relevant sub-contract Framework agreement, will be signed for a period of two years with an option for 1+1 year. The procurement has a maximum estimated value of NOK 554 million. Need and value can vary within the different sub-contracts and competence areas.

Main features of the procedure : The Norwegian Coastal Administration needs to strengthen capacity and competence within digital development and operation. The need includes both operative development, management, strategic consulting and other relevant services. The service can be provided through individual resources or compound teams and it can be used in both established system environments, platform development and in new initiatives.  We expect the Norwegian Coastal Administration ́s needs to change during the framework agreement period. The number of developers employed by the Norwegian Coastal Administration has increased in recent years and we expect this to increase slightly in the coming years as well. When we make call-offs on areas where we have a development team, we would normally aim to have hired consultants co-housed with our employees. The Norwegian Coastal Administration currently has the most employees developers in Ålesund.  We will then end up with a national contract for multi-disciplinary assistance with digitalisation and also contracts for specific office locations. At the start of the framework agreement it is likely that there will be the most instalments on the national agreement and some in Ålesund. The development in use will depend on the development where the Norwegian Coastal Administration has its own developers and what assignments these work on in the coming years.  The localisation is specified per call-off in accordance with the Norwegian Coastal Administration ́s needs in each case. It can be in the Norwegian Coastal Administration ́s premises and there can be a co-localised team in the tenderer ́s premises where appropriate. It can also be a combination between physical presence and remote work.   In addition we have a sub-contract for strategic consulting. A complete overview of sub-contracts and competence areas, as well as a description of the competence need are given in Annex 1 of the framework agreement.
