The Facility will have three funding windows: • Window 1: Support to established think tanks capable of producing action-oriented research and dialogue; • Window 2: An innovation instrument designed to support creative ideas from civil society which can disrupt the current exclusive practices as pilot projects; • Window 3 split into two sub-windows: (a) One sub-window supporting already established organisations to enhance their work on voice, rights and accountability, and (b) the other sub-window facilitating local informal organisations operating at grassroots level to become more operational and capacitating them to engage in dialogue with local and other authorities on their rights. The Facility will be managed by a Consultant (also called Facility Manager) under a contract with the Danish Mogadishu Representation Office (MRO) in Nairobi (the Client). The Facility Manager will have international staff in Nairobi and staff in Mogadishu and Hargeisa. The Facility will operate in different parts of Somalia, including in Somaliland. The Facility Manager will be responsible for setting up and managing the Facility subject to the decisions and instructions of the Executive Committee representing the donors to the Facility. With particular reference to the nature of window 3, interested parties are encouraged to ensure the necessary capabilities, e.g., through forming consortia with other entities, such as relevant (I)NGOs or other non-profit organisations. Description of the options : The Client may execute one or more of the following options in the course of the contract: Option 1: Changes to the available funding: The Client may at any time accept increases in the Facility funds for a total amount up to DKK 100 million. This could be due to new donor commitments, additional allocations from the Danish Somalia Bilateral Programme, or other developments. The funds may also be reduced due to, e.g., donors withdrawing or lower-than-expected spending levels. The potential influx of additional funding or the diminishment of funding may necessitate a shift in focus or activities, potentially altering the planned tasks. The execution of the option is at the Client's discretion. If additional funding or the diminishment of funding alter the planned tasks, the Facility Manager's fees must be based on the fees indicated in Appendix 3. This option can be exercised once or multiple times, within the maximum amount set out above. Option 2: Changes to the project design: The Client may at any time decide changes to the project design and thereby to the Facility Manager’s Services. This could be due to security/political considerations, considerations of results attainment, cost effectiveness, or any other relevant concerns. Changes could take the form of terminating the Facility’s activities in one of the two regions, closing one or more of the support windows, opening one or more additional windows, adding new activity streams, or other modifications of the original design of the Project. The Facility Manager cannot assume that an increase in the available funds entails a proportionate increase in the management budget. The Facility Manager's fees must be based on the fees indicated in Appendix 3. This option can be exercised once or multiple times, with or without changes to the available funding in line with option 1 above. The tasks to be performed by the Facility Manager must be similar to those provided for in the initial contract.
