Description

Beaumont Hospital (i.e., the Contracting Authority) intends to appoint a suitably-qualified and experienced contractor to undertake various electrical installation upgrade works. The sole commitment arising as a result of this competitive process will be Phase 1 of the upgrade project, as specified in Volume A - Works Requirements; however, as recurring options that may be availed of solely at the discretion of the Contracting Authority, the appointed contractor may be awarded subsequent contracts to undertake further phases of work. In this regard, the Contracting Authority reserves the right to award subsequent contracts to the appointed contractor for a period of four years from the commencement of this contract. No guarantee is offered, however, nor shall any such guarantee be inferred, regarding the award of any contract for any subsequent phase of work. Each phase of work shall be considered a standalone and discrete package of work, to be governed separately and independently by PW-CF6. For information purposes, the estimated value of each phase of the project is between €400,000 and €650,000, excluding VAT.

The Contracting Authority is of the view that it is justified in relying on the provisions of Article 72(1)(b) as a change of contractor at this advanced stage of the phase 1 works cannot be made for economic or technical reasons, including requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, and would cause significant inconvenience or substantial duplication of costs for the Contracting Authority.

The Contracting Authority has identified that additional works which were not included in the initial procurement are required to complete the Phase 1 works and some interconnecting works are required in advance of work commencing on further phases of the proposed electrical infrastructure upgrade works at Beaumont Hospital.
