Justification for direct award : The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification : The procurement is made pursuant to the Regulations § 13-4 (b) and it is due to the ultrasound apparatuses being able to be connected to the hospital's ViewPoint system and able to carry out complete function analyses in Echopac (the existing analysis tool). Only ultrasound apparatuses from GE (high-end/mid-range apparatuses) can deliver a complete system for this. Other suppliers can be connected to ViewPoint, but then without full functionality for function analyses, as the device from GE can. Only GE Vingmed Ultrasound AS can deliver a complete system based on St.Olav Hospital ́s needs and our assessment is that the terms for holding a competition without a prior notice in accordance with the procurement regulations § 13-4 letter b no. 2 have been met.
