Description : Kartverket needs consultancy services in several different disciplines and would like to enter into a framework agreement with a consultancy broker for the facilitation of consultants for consultancy services and assignments. The aim of this procurement is to enter into a framework agreement with one consultant broker who efficiently communicates and manages the contracting authority ́s needs for consultants, and at the same time provides a simplified administration and follow-up of the procurements of consultancy services. Furthermore, the aim is to procure consultants at applicable market prices. Assignments under the framework agreement will consist of communicating consultants within all the disciplines that the contracting authority processes, services that the contracting authority offers, projects and work groups that the contracting authority carries out and participate in, internally and externally. The consultancy assistance that shall be provided can be of an executing, consulting, technical, functional, economic, organisational, administrative and business character. Assignments can be booked on an hourly basis or as a fixed price assignment. The main service is the consultant ́s work effort, where the main emphasis is digitally carried out. The Contracting Authority considers that the nature of the service has a climate footprint and an environmental impact that is immaterial. Kartverket will, thus, use the exclusion provisions in PPR § 7-9 (5).

Main features of the procedure : Kartverket needs consultancy services in several different disciplines and would like to enter into a framework agreement with a consultancy broker for the facilitation of consultants for consultancy services and assignments. The framework agreement is divided into four disciplines: Area 1: IT services Area 2: Project support and consultancy Area 3: Management and organisation development Area 4: Other consultancy services Based on the requirement specifications in each call-off, the consultant broker shall find the best qualified consultants who are available in the market and offer these to the contracting authority. It will, thus, be the consultant broker ́s job to assist the contracting authority by holding a competition in the market. The contracting authority shall always deal with the mediator of the consultancy services and this will be the contracting party with any call-off on consultancy services. The consultant broker will also be the contracting party for the consultant and administer all conditions connected to the assignment. Scope: The extent of the consultancy services that can be procured under this framework agreement is estimated to approx. NOK 130 million (including VAT), with a contract period of four years. Attention is defined as this is an estimate based on previous procurements in recent years, and that this can be changed over time based on which assignments are decided carried out and awarded funds. Amongst other things, changing assumptions in connection with the new strategy for the Norwegian Mapping Authority can lead to uncertainty connected to the economic framework. The extent can, thus, be both lower and higher depending on the need, and the estimated value is not binding for the contracting authority. The maximum upper framework for the agreement is NOK 200 million (including VAT). Duration: The contract will be valid for 2 years, with an option for an extension for 1+1 year, so that the total duration of the framework agreement can be four years. Please note that the contracting authority has other ongoing framework agreements within requested parts of the requested areas, which can be used in parallel with this new framework agreement. This framework agreement will, therefore, be seen as a supplement to other contracts in some areas. In the event that the contracting authority does not receive adequate tender offers over the framework agreement, we reserve the right to request competence in the market. Competence and disciplines Description of the specialist areas the contracting authority envisages that consultants within, and the required competence and qualifications, are described in the requirement specification under the tab "Krav" in the Mercell portal, as well as annex 1 to the framework agreement (SSA-R).
