The Hospital Innlandet Health Trust intends to enter into a contract with Siemens Healthcare for the procurement of a nefelometer, as well as a framework agreement for the delivery of associated equipment dependant consumables and service after the guarantee period has expired. The need that the instrument shall cover concerns analyses of proteins in serum, where nefelometry is assessed as the most appropriate analysis principle based on requirements for sensitivity and specificity. The instrument that shall be procured is a replacement for BNProspec, which shall be replaced due to advanced age. The contracts are intended to cover the company ́s need for the expected lifetime of the equipment, which is minimum 10 years.

After a thorough assessment, The Hospital Inland is of the opinion that Siemens Healthcare's instrument – Atellica NEPH 630 – is the only instrument on the market that overall meets the following requirements: • Analysis capacity and repertoire adapted to Innlandet Hospital's need (approx. 55,000 analyses per annum). • Option for a continuation of the reference intervals and decision limits. • Use of the same reagents and consumables that are used with the existing instrument from the same supplier. • Avoidance of comprehensive validation work, alterations and changes in clinical practice, for which there are currently no available resources to carry out • Option for installation at the same location, without need for special constructional adaptations. Siemens Healthcare is, based on this, being the only relevant supplier. According to the Hospital Innlandet ́s assessment, there is a technical justification that a competition is not possible, cf. the procurement regulations § 13-4 letter b point 2.
