No work should be undertaken without a valid Purchase Order. Any invoice received which does not quote a valid Purchase Order number will be returned to the framework member. The framework agreement period will be for an initial duration of five years with the option to extend annually for up to an additional three years, subject always to the satisfactory performance of the supplier. This tender process is now concluded. This is a copy of award notice 2017/S 196-403583 and is being duplicated here for the purposes of modification.

Description
:
Uplift to value of the ENQEIR557 Framework in order to adapt to business needs that resulted in the shift from in-person office working to a hybrid working approach, the initial causes of which stem from the regulations and impacts of the COVID-19 pandemic; and Increase of the maximum framework agreement term in the form of a bridging contract, to ensure continuity of services until contract awarded under new tender.

Description of modifications
:
increase in value by €2.6 M - from €1M - €3.6M Framework for the Supply of Computer Equipment is in place with Dell Ireland for the provision of the end-user computer equipment and associated support services that are used across the EirGrid estate. The Framework Agreement was executed in 2017 for an initial period of 5 years and the option to extend for a further 3 years, which was exercised in September 2022. The Framework Agreement is due to expire on 4th October 2025. In 2017, the workforce was predominantly working from the office 5 days per week and fixed workstations were the preferred IT end-user device. In March 2020, in order to mitigate the spread of COVID-19, the Irish government mandated via public health laws and guidelines that only essential workers may work in their offices, while the rest should work from home. Following relaxation of said laws and guidelines, and in response to subsequently-enacted remote working laws, the EirGrid business has adopted a hybrid working arrangement for the vast majority of employees. The shift to hybrid working required significant investment in mobile computing and increased costs in maintaining end-user IT equipment and replacing laptops due to reduced device lifecycles. The uplift to the Framework value was necessary in order to ensure continuity of service with the existing supplier and for maintenance and replacement of devices at a volume not foreseen upon contract award. In addition, EirGrid is currently rolling out upgraded laptops across its workforce because of improved device security protections, workforce growth and removal of aged equipment from service. A new tender (ENQEIR963) is ongoing for these IT equipment supply services, with contract award targeted for March 2026. It is not expected that the new laptop roll-out will be completed prior to expiry of the Framework Agreement on 4th October, hence the requirement for the bridging contract. A bridging contract will be entered into to ensure continuity of services and completion of the laptop roll-out for only as long as is necessary between Framework Agreement expiry on 4th October 2025 and award of a contract under ENQEIR963.
