Justification for direct award : The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification : Oslo University Hospital has, after the market dialogue (16 - 30 May 2025) and a thorough assessment of available systems, budget and needs, decided to go ahead with the procurement of a spectral flow cytometer for the Institute for Internal Medical Research. The equipment will be used by six research groups for analysing primarily human and murine samples, with an estimated workload of 15 runs per month (approx. 3 hours per running. The main applications include functional assays and cell phennotyping in blood and single cell occupational pensions from different tissues, cell and organoid cultures, as well as cell lines. Sample material consists of patient samples (monocytes, neutrophils cells and T-cell populations) that are particularly sensitive to repeated shaking, and samples that have undergone extensive treatment (insulation, sorting and preparation from tissue), where experience shows that repeated shaking results in a loss of quality and cell death. The following minimum requirements must therefore be fulfilled: The offered instrument shall as a minimum be equipped with 3 lasers: blue (488 nm), red (640 nm) and violet (405 nm). 2. The tendered instrument shall be able to: •Carry out high parameter flow cytometry that enables discrimination of more than 20 cell markers per sample. •Use the entire spectrum of fluorescent signals from all detected channels, including auto fluorescent, independent of the number of analysed fluorochromes. •Ensure that no subtraction of fluorescent signals occurs as a result of spillovers from other fluorochromes. The offered instrument shall be equipped with a system for automatic loading of samples from racks with space to a minimum of 24 sample tubes. Test tubes with a dimension of 12x75 mm must be used in the offered system. The offered instrument shall also be able to load samples from 96 well plates. Switching between racks for test tubes and 96 well plates should be simple and fast, with no need for calibration or other time-consuming procedures. The instrument shall have functionality for individual reconstruction of samples, both from wells in 96 well plates and from rack pipes, immediately before analysis. In our assessment, Sony Europe B.V. is the only supplier who can offer a system that fulfils these requirements with their system - Sony ID7000 Spectral Analyses. The terms for direct procurement in accordance with the Public Procurement Regulations § 13-4 (2) are deemed to be fulfilled. If there are other instruments that cover the described need, this must be reported to the project manager within 10 days of the published notice.
