The MFA wishes to purchase additional activities to ensure the achievement and enhancement of the agreed results, as included in the revised result framework, and to improve security for partners and subcontractors. In 2024, the Consultant shall perform the following additional services and deliveries: Greater emphasis will be placed on the delivery of services linked to enhancing the dialogue on rights between duty bearers and rights holders especially youth (output 1.3). The additional services and deliveries are: • Activities with a focus on prevention of technology-facilitated violence against women in Tunisia, Jordan, and Morocco. These activities will be implemented by DIHR, KVINFO, and Ahel, where specific activities will be developed, some of these jointly with local partners and youth, based on the interest in cooperation between the organizations working under the HRIC. In 2027, the Consultant shall perform the following additional services and deliveries: Greater emphasis will be placed on achieving results related to improving capacity and broadening dialogue spaces for engaging in advocacy, and documenting and preventing torture targeting youth and under (output 2.2) by DIGNITY. Additional services will be performed related to protection and promotion of rights of youth minorities and women at risk of SGBV (outputs 2.3. and 2.4). The additional services and deliveries are: • Activities related to civil society work including documentation, advocacy and prevention of urban violence, which is increasingly at the heart of DIGNITYs programme interventions. This increase is seen as logical in relation to the expected developments in the region, where state dialogue activities on torture prevention have reduced due to political changes, especially in Tunisia, but also in Jordan. Here a new youth-led intervention and partnership has been initiated. • Activities related to support of more sustainable networks locally and possible also regionally, for local CSOs engaged in protection efforts (LGBT+ DK and Danner) The Client and Consultant have agreed to restructure the results framework for Outcome 3 and based on the modifications to the Outcome 3 results framework, there will be additional activities under output 3.1, which will be counterbalanced by a significant reduction in activities under outputs 3.2 and 3.3. These modifications do not alter the Services to be performed and the deliverables under Outcome 3 (they will only be organised differently). They are the result of alignment with the partner (IMS) updated MENA strategy. Therefore, in 2024, the Consultant shall perform the following additional services and deliveries: Public interest and media content (output 3.1): • Activities that support the production and distribution of ethical, inclusive, youth-driven media content that diverse audiences trust and that civil society will use. All activities related to capacity building on media content and public interest media are included under this revised output. In 2025, the Consultant shall perform the following additional services and deliveries: Enabling environmental safety (output 3.2): • Activities that support strengthening and sustaining conducive work environments through establishing local safety mechanisms for targeted media stakeholders and human rights defenders (IMS and EMHRF).

This work will continue 2026-27 In Egypt: • Activities of Ganubia Hora on mobilising young people to combat GBV, early marriage and FGM and working with lawyers’ association to ensure a gender just perspective in rulings. This work is planned to continue if they obtain approval from the Egyptian Ministry of Social Solidarity. In Jordan: • Activities with Sadaqa with university students on gender stereotypes under outputs 1.3, 4.1 and 4.5. For 1.3, SADAQA uses UPR machinery to advocate for enhancing women’s economic rights; For 4.1, SADAQA continues to promote and monitor the endorsement and implementation of the National Framework for Daycares. In addition to the activities listed above in each country, the Consultant shall perform the following additional services and deliveries: • Studies on technology facilitated GBV in all four DAPP countries. There is a lack of data on extent and type of TFGBV and the studies will contribute to fill that gap and inform recommendations followed by advocacy with DBs (under output 4.3 and 1.3 as part of collaboration with other HRIC partners) In 2026, the Consultant shall perform the following additional services related to partnerships. Via the HRIC member KVINFO, the Consultant will deliver: In Morocco: • Activities related to organising around workshops with Egyptian specialist’ participation discussing Islamic feminism in Morocco (4.1) In Tunisia: • Activities with Association Lina ben Mheni to support their mobilisation of young people through feminist schools and art (under output 4.4 and 4.5 and this started in 2023 and will continue to develop throughout programme period.) In Egypt: • A regional conference by Tadwein and KVINFO on technology facilitated GBV (under output 4.3.) • Activities of CEWLA on their work to reform the family law, legal aid and psychological counselling, engagement with human rights system (CSW etc) (under outputs 1.3, 4.1. 4.3. and 4.5. started with the late approval in 2023 and will continue in 2026 and 2027 • In addition to the activities listed above in each country, the Consultant shall perform the following additional services and deliveries: • KVINFO Convening a Conference on family laws/personal status laws based on Moroccan revision of the Moudawana (Egyptian, Jordanian and Moroccan partners) (under output 4.1.) The additional activities are: • Activities such as “articvism” of LGBT+ DK local partners, CSOs and especially youth activists to engage in, and increase, public focus, debates, and knowledge on LGBTQI rights In 2026, the Consultant shall perform the following additional services and deliveries: • Additional partner monitoring activities • Additional quality assurance activities • Additional financial management activities In accordance with Section 3.03 of the Agreement, the Client and Consultant agree that the Ceiling Amounts for fees and reimbursable expenses related to total funds allocated in 2024-2027 shall be increased by the following to cover that the designated Key Staff as specified in Appendix 1 shall perform additional services and deliveries similar to the Services: • In 2024, DKK 862.940 net of VAT for fees and DKK 949.775 net of VAT for reimbursable expenses • In 2025, DKK 1.074.641 net of VAT for fees and DKK 832.239 net of VAT for reimbursable expenses • In 2026, DKK 1.306.751 net of VAT for fees and DKK 370.118 net of VAT for reimbursable expenses • In 2027, DKK 708.362 net of VAT for fees and DKK 2.581.328 net of VAT for reimbursable expenses In accordance with Section 3.03 of the Agreement, the Client and Consultant agree that the Ceiling Amounts for fees and reimbursable expenses related to the Programme Secretariat in 2026 shall be increased by 585.801 net of VAT for fees and DKK 13.441 net of VAT for reimbursable expenses to cover that the designated Key Staff as specified in Appendix 1 shall perform additional services and deliveries similar to the Services. Therefore, the Client has used DKK 9.285.396 net of VAT of the optional DKK 92.000.000 net of VAT in Section 3.03 of the Agreement. The additional activities are: • Activities such as “articvism” of LGBT+ DK local partners, CSOs and especially youth activists to engage in, and increase, public focus, debates, and knowledge on LGBTQI rights In 2026, the Consultant shall perform the following additional services and deliveries: • Additional partner monitoring activities • Additional quality assurance activities • Additional financial management activities In accordance with Section 3.03 of the Agreement, the Client and Consultant agree that the Ceiling Amounts for fees and reimbursable expenses related to total funds allocated in 2024-2027 shall be increased by the following to cover that the designated Key Staff as specified in Appendix 1 shall perform additional services and deliveries similar to the Services: • In 2024, DKK 862.940 net of VAT for fees and DKK 949.775 net of VAT for reimbursable expenses • In 2025, DKK 1.074.641 net of VAT for fees and DKK 832.239 net of VAT for reimbursable expenses • In 2026, DKK 1.306.751 net of VAT for fees and DKK 370.118 net of VAT for reimbursable expenses • In 2027, DKK 708.362 net of VAT for fees and DKK 2.581.328 net of VAT for reimbursable expenses In accordance with Section 3.03 of the Agreement, the Client and Consultant agree that the Ceiling Amounts for fees and reimbursable expenses related to the Programme Secretariat in 2026 shall be increased by 585.801 net of VAT for fees and DKK 13.441 net of VAT for reimbursable expenses to cover that the designated Key Staff as specified in Appendix 1 shall perform additional services and deliveries similar to the Services. Therefore, the Client has used DKK 9.285.396 net of VAT of the optional DKK 92.000.000 net of VAT in Section 3.03 of the Agreement. At the same time, the Client and Consultant agree that the Ceiling Amounts for fees and reimbursable expenses in 2022 shall be decreased by the following to offset the increases in 2024-2027: • In 2022, DKK 4.538.495 net of VAT for fees and DKK 4.746.901 net of VAT for reimbursable expenses As a result, the modifications do not require additional funding and the Contract Price is not adjusted and remains DKK 395.000.000 net of VAT.

5.1.12 Terms of procurement

Information about review deadlines : The MFA is following the procedure described in section 4 of the Act on the Danish Complaints Board for Public Procurement (Act no. 593 of 2 June 2016).
