The procurement is covered by the Government Procurement Agreement (GPA) : yes
Additional information : In 2023 ESB agreed a multiyear Framework agreement for the procurement of e-vouchers. These vouchers were for ESB employee reward and customer recognition as part of ESB Networks’ “Beat the Peak” domestic program, known externally as “Is This a Good Time?” “Beat the Peak” incentivises customers to adjust their electricity usage patterns. This program is open to all domestic electricity customers and currently has 26,000 customers enrolled. Events are triggered nationally during peak system margin alerts and locally when there is a surplus of renewable energy on the network, leading to varying numbers of events for participants. Customers who participate in an event and meet the criteria receive a €3 reward, which is paid through digital vouchers. The initial Framework contract value was for €20m, which included staff vouchers and payments to ESB Networks’ customers for 2023 and 2024. In line with the terms of the Framework the maximum expected value is being increased by €9m to ensure the continued operation of the “Beat the Peak” incentives and to allow for the issuing of vouchers to over 7,500 staff as part of a 3 year pay agreement covering the years 2025 to 2027.
