Title : Prior information notice: Software for immunology and transfusion medicine (blood bank) for the health trusts in the South Eastern Regional Health Authority in Norway
Description : Invitation to market dialogue. Sykehuspartner HF hereby invites tenderers to a market survey for a possible procurement of ICT tools/software for blood banks for the specialist health service in Helse Sør-Øst (HSØ). The market survey is a part of the preliminary work in connection with an ongoing concept review regarding the need for changes in the ICT portfolio for the blood bank area in HSØ.  We would like to obtain information from suppliers who can deliver systems for immunology and transfusion medicine (blood bank), in order to get a better overview of the supplier market for these types of services and input on how any procurement can be adapted. The current situation. HSØ has blood bank operations at 9 health trust. Each health trust has several blood bank locations, with the exception of one health trust. There is varying activity at the locations, from only drawing blood to full blood bank operation in all disciplines for blood banks. The functionality requested in the new system. Laboratory information system is the actual hub of the blood bank ́s operation and comprises all aspects of the health trusts work processes. This includes handling patients, blood donors, production of blood components, selection and delivery of blood products, as well as administrative assignments. The system must support work processes within all parts of the blood bank service. This applies, among other things: Blood donors and drawing blood products. We would like a possibility for two-way communication with blood donors for administering appointments and other communication, as well as an electronic health declaration form. In addition, support for drawing blood in mobile vehicles, such as "Blood Bus" (Bloodmobile). Manufacture, storage, release and sale of blood products. We would also like you to specify whether the system includes a function for statistical process control.   Blood group terminology, antibodies examinations, pre-transfusion examinations and support for the delivery of blood products. Support for transfusion control and reporting. Support for administrative assignments such as invoicing, statistics, access and logging of access/changes. If parts of the work processes are not supported, it must be possible to connect to other software. Sikkerhet. HSØ has high requirements for safety. The system contains patient and person sensitive information. Architecture - Interaction and integration. The system must be facilitated for efficient integration with locally located medical-technical equipment The system must be able to be integrated with and interact with other IT systems, such as light weight ICT, other laboratory information systems, electronic patient journal etc., as well as external regional/national systems in the Norwegian Health Network Request for input. The Contracting Authority requests input on, and information on, the following points: 1. Short presentation of the company, including any sub-suppliers. 2. Generell information related to their system, including: Functionality in the solution Technical solution and delivery model Please describe which integration technologies and standards are supported, for example RESTful API and HL7 Please describe whether the system is based on operational environments in cloud, on-premise or hybrid. Cloud services providers are asked to provide information on the type of cloud solution offered (technology), where operation and management are to be done (e.g. 'only within the EU'), etc. References from other customer Estimates of how quickly a system can be delivered Price model and cost estimates Information wether the system is a special product for blood banks or if there is functionality that covers other laboratory areas such as microbiology, medical biochemistry, pathology etc. The contracting authority seeks written feedback from the market by May 31, 2024.
