The requested system shall as a starting point not be a pure development project for the municipality, and ought to as far as possible be based on adaptations to the existing system(s).  Oslo municipality currently has an agreement for the area that expires in the first quarter of 2027 and the system ought to be in operation immediately after the contract expires. Interested tenderers are asked to register their interest through the KGV system by submitting a short presentation of their system as well as a short description of any adaptation needs that are necessary to meet the municipality ́s needs. Based on the interest, Oslo municipality can select suppliers for further market dialogue (expected week 41/42).  SUMMARY OF THE CONTRACTING AUTHORITY'S NEEDS Oslo municipality needs a cloud-based (SaaS) system that can, to the greatest possible degree, contribute to complying with the legal and regulation requirements related to the Norwegian model, including the requirements for an electronic crew list in the Builder Regulation § 15, as well as follow-up of the Oslo model's seriousness requirements, and other needs closely related to this type of follow-up. The system ought, for this reason, be able to facilitate (the list is not exhaustive): 1) Overview of ongoing projects and assignments within, among other things, building, construction and cleaning contracts with information on suppliers and sub-suppliers. 2) Overview of crews who have registered in and out in ongoing projects and assignments in the municipality. 3) Analysis and compilation of relevant information for identifying risks connected to contractual relationships. 4) Control, follow-up and reporting of contractual relationships.
