absence of competition for technical reasons

The equipment must consist of a complete ECMO machine of type Cardiohelp 2. The equipment shall be transportable as the clinic has a cooperation with Oslo University for the transposition of critically ill patients in all persons who are at work. All data that is in Cardiohelp 2 during use on a patient must be data logged directly to EPIC and the Health Platform. The ambulance planes/ambulance helicopters that are used today have, after a long testing, been approved to be able to transport ECMO equipment of the type Cardiohelp. Market survey shows that there is only one tenderer (Getinge Norway AS) who can deliver Cardiohelp 2 and that meets the hospital's needs. The delivery is therefore exempt from competition, cf. the Public Procurement Regulations §13-4 letter no. b.
