Justification for direct procurement of a blood culture cabinet for the Department for Microbiology at Oslo University Hospital. Background and need The blood culture system is a critical component in diagnostics of blood range infections and is used daily at all locations in Oslo University Hospital (OUS). Currently, OUS has 15 Bactec FX blood culture cabinets from Becton Dickinson Norway AS (BD), integrated with the Synapsys middle unit. It is equipment specific consumables and the system is implemented in OUS. There is now a need to replace one cupboard due to breakdowns. Justification for direct procurement: A fleet replacement is not current. Half of the existing equipment has only half the operating time or is newer and represents a significant investment that still gives value. Simultaneous operation with different systems is not considered as a possible system: OUS already has a high quality blood culture system that has been validated and implemented. The laboratories are accredited and have strict documentation requirements when introducing new instruments, which will result in considerable work. The blood culture cabinets are actively monitored via networks, both locally and between locations. This monitoring is system specific and associated with the current system from BD. The monitoring helps to ensure that diagnostics are not delayed, and error messages are discovered and dealt with quickly. With the simultaneous use of two different systems, the risk of delays and errors increases, which goes beyond patient safety. All blood culture systems have equipment specific consumables and it will present challenges for our requisitioners with two different systems, and therefore two different blood culture bottles. With two different systems, the risk of errors increases which goes beyond patient safety. It would be very inappropriate to operate two different systems for the same analysis as regards service, maintenance and quality work. Based on the above, our assessment is that Becton Dickinson Norway AS is the only supplier who, due to technical reasons, can cover our need. The terms in PPR § 13-4 (2) are considered fulfilled.
