Description : The objective of this framework contract is to assist EDA in implementing its Core Task 5, as defined in the EDA’s Long term review 2024. The EDA’s Core Task 5 consists in consolidating and promoting EU Member States’ Ministries of Defence (MoD) common interest towards EU wider policies, both civilian and defence related. EDA contributes to promoting a shared understanding of the legal, technological, and defence challenges to benefit all Member States, industry and EU bodies and agencies. EDA thus contributes to implement current and future strategies and policies, striving to reflect appropriately MoD’s views. This contract aims to support a continuous monitoring and awareness of wider policies affecting the EDTIB, in a fast pace evolving security, policy and economic environment. The overarching goal of this framework contract is to help EDA develop and refine tools and instruments that will support the development of the EDTIB. These are multifaceted and can address all policies that touch upon the activities of the defence industry at the national, intergovernmental and supranational levels.

Additional information : The first Specific Contract (SC1) that will be awarded simultaneously with the award of the FWC under a suspensive clause (i.e. it will be concluded subject to budget availability and internal approval in 2026) is expected to cover Specific Objective 1: Wargaming – Security of supply crisis in the EU in case of high-intensity conflict on EU territory.In case of unavailability or disruptions in the functioning of the electronic means of communication provided in Section 5.1.11 in the last 5 calendar days before the time limit for receipt indicated in Section 5.1.12, the contracting authority reserves the right to extend this time limit and publish the extension at the Internet address provided in Section 5.1.11, without a preceding publication of a corrigendum to this notice.
