No tenders were received concerning this TA. Finnish National Agency for Education contacted Cowater International Finland, Enable Ed and Häme University of Applied Sciences (HAMK) to inquire about their interest in this TA. Cowater International Finland and Enable Ed made an offer to this TA, including price forms, expert’s requirements and methodological notes. Based on their offer, Cowater International Finland was considered to be most fit to be selected as the supplier. No changes were made for the materials and the conditions remained the same from the invitation to tender. According to the Finnish Act on Public Procurement and Concession Contracts (1397/2016)section 40 subsection 2(1), the contracting authority is allowed to use direct award decision, if the original invitation to tender received no tenders and the procurement and its conditions have not been changed from the original invitation to tender.
